2009 Allegro Cup - Formula Windsurfing Grand Prix World Tour

1. EVENT
1.1 The 2009 ALLEGRO CUP - Formula Windsurfing Grand Prix World Tour will be held from Wednesday 29th July to Sunday 2nd August 2009.
1.2 This Allegro Cup is the Level 1 Formula Windsurfing World Ranking Event and a stop on the 2009 Formula Windsurfing Grand Prix World Tour.

2. ORGANISER
2.1 The Championships will be organised by the Polish Windsurfing Association for and on behalf of, and under specified conditions laid down by, the International Formula Windsurfing Class (IFWC) in co-operation with the International Windsurfing Association (IWA).
2.2 The event is organised in conjunction with, and sponsored by: QXL Poland (Allegro.pl), the City of Leba, Afekt Promotion and Easy Windsurfing.

3. VENUE
3.1 The event will be based on B Beach, Leba, the venue for many international events including World, and European, Championships and Euro Cups.
3.2 Leba is a small but very active town, between sea, two lakes and dunes. This is a place where many important events took place, with many historical remains. It is a well known tourist centre, in the middle polish coast, offering modern hotels and a gastronomic base; and for 16 years – a professional windsurfing centre. Good conditions for the windsurfing and a modern yachting port for 120 boats make Leba popular in the Baltic Sea.
3.3 Conditions to be expected – winds 10-20 kts, sideshore and side-onshore; water temperature 18 *C; air temperature 25 *C.

4. RULES
4.1 This is an IWA sanctioned event governed by:
4.1.1 The ISAF Racing Rules of Sailing (RRS), including Appendix B – Windsurfing Competition Rules;
4.1.2 The IFWC Class Rules, Championship Rules, and Grand Prix Rules;
4.1.3 No National Authority prescriptions will apply.
4.2 If there is a conflict between the Notice of Race and the Sailing Instructions (SI’s), the SI’s shall take precedence.
4.3 If there is a conflict between languages the English text will take precedence.

5. ADVERTISING
5.1 ISAF Regulation 20 - Advertising Code- shall apply.
5.2 Competitors may be required to carry advertising for event sponsors – both on their sails, and on a lycra vest if supplied by the organiser.

6. ELIGIBILITY & ENTRY
6.1 All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
6.2 Competitors shall be members of a National Formula Windsurfing Class Association, or of the IFWC. National Associations shall be paid up members of the IFWC.
6.3 Membership formalities can be completed on site.

6.5 Competitors shall provide the following documentation prior to completing registration formalities on site:

- Proof of Entry Fee payment
- Evidence of valid third party insurance

- Parental/legal Guardian Assent (Form 2) - for those under age of 18
- Medical Treatment Permission (Form 3) - for those under age of 18 or on their parents medical insurance policy
6.6
Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:
- Original Coach Entry Form (Form 4)
- Proof of Coach Entry Fee payment
- Boat Driving Licence (if applicable)
- Evidence of valid third party insurance

7. FEES
7.1 The Entry Fee is as follows: 150 euro (Youth 120 euro)
7.2 Entry Fees should paid by July 7th 2009. Late entries may incur a late entry fee.
7.3 The Coach Entry Fee is 50 euro for coaches and other team personnel.

7.5 Entries made on site shall be made in cash only (euros).

8. RACING FORMAT, CLASSES & DIVISIONS
8.1 FORMULA WINDSURFING GRAND PRIX (FWGP)
8.1.1 The Championship shall be a single discipline “open entry” event for men and women.
8.1.2 There may be separate prizes for Youth, Master, and Lightweight mens divisions.
8.1.3 Men and women may race separately, depending on entry numbers.
8.2 AGE DIVISIONS
8.2.1 A competitor must have reached the minimum age limit, in the relevant division, by Dec. 31st 2008.
8.2.2 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2009.
8.2.3 A Youth (D) shall be under the age of 20. (Born in or after 1990 and not later than 1996)
8.2.4 A Master (F) is a man who has reached the age of 35 (1973>) or for a woman, 30 (1978>).

9.2 The scheduled time of the warning signal for the first race each day is 11.00hrs.
9.3 The warning signal for the last race of each day shall not be made within 1 hour of the official sunset time.

10. EQUIPMENT & EQUIPMENT INSPECTION
10.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to its Class Rules, and an Equipment Inspection Form is returned to the Event Equipment Inspector before the start of competition.

10.2 Equipment checks may be made throughout the event.
10.3 Competitors shall bring their own equipment. A limited amount of charter equipment may be available, contact IWA office for details: iwaoffice@internationalwindsurfing.com

11. SAILING INSTRUCTIONS
11.1 The 'Championship SIs' will be available at registration, as will the Event Programme scheduling social events.
11.2 Alterations to the SIs shall be approved by the Class Representative.

12. COURSES
12.1 Courses shall be as prescribed in the Championship Rules or in the Sailing Instructions.

13. INTERNATIONAL JURY
13.1 An International Jury may be appointed in accordance with the RRS Appendix N.
13.2 Their decisions will be final and cannot be appealed, as specified in RRS 70.5.

14. SCORING
14.1 Scoring will be in accordance with RRS Appendix B, as amended by the Championship Rules, and using the “Low Points Scoring System.”

15. SUPPORT BOATS
15.1 There is no provision for coach boats.

16. STORAGE OF EQUIPMENT
16.1 On completion of registration and continuing until the end of the regatta, when ashore (other than when launching and retrieving), all equipment shall be kept in their assigned places at the beach compound. Removal of any equipment from the regatta site may require prior written approval from the race committee. Access to equipment in the storage area during certain hours, including hours of darkness may be restricted.
16.2 Unless otherwise directed by the organiser, all competing boards and equipment shall be launched and retrieved from the designated area at the beach.

17. MEDALS AND PRIZES
17.1 Medals or trophies may be awarded to the first five competitors in each Division depending on entry numbers. Categories to be awarded in each properly constituted division will be posted on the official notice board after the close of registration.
17.2 There shall be a prize fund of 30,000 euro (net of taxes) to be distributed according to the Championship Rules.

18. BUOYANCY
18.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear, above the waist, a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50).

19. DISCLAIMER OF LIABILITY
19.1 Competitors take part in all races at their own risk. The organiser, IWA and IFWC, or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
19.2 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

20. INSURANCE
20.1 Competitors shall possess valid third party liability insurance with a minimum cover of 1 million Euro.

21. TELEVISION AND MEDIA
21.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

22. OFFICIAL CEREMONIES
22.1 Attendance at the Opening Ceremony, Prize Giving and Closing Ceremony is mandatory. Competitors failing to attend may forfeit their trophy and prize money.
22.2 The organiser reserves the right to refuse entry to those whose standard of attire is not commensurate with the occasion.

23.3 A wide range of scheduled and charter flights are available from all over Europe.
23.4 The organisers will arrange transport to and from the Gdansk Lech Walesa Airport for equipment, competitors and support personnel at cost 50 EURO per person. The deadline for booking this service is July 15th. (Form 5)
