Formula Windsurfing Brazilian Championship

1. EVENT
1.1 The WIND BRASIL 2008 - Formula Windsurfing Championships, Fortaleza, will be held with a Brazilian Formula Windsurfing (Open) Championship from Thursday November 21st to Sunday 23rd, and the Formula Windsurfing Brazilian Grand Prix, World Tour Final, from Monday November 24th to Sunday 30th. 1.2 The regattas give points for the annual World Ranking list of the International Formula Windsurfing Class. The Grand Prix is the Top Level (1) World Ranking event, and the final event on the GP World Tour which has had events in Sines (Portugal), Sopot (Poland) and Leba (Poland). The preceding national championships is a level 3 world ranking event.

2. ORGANISER
These Wind Brasil 2008 will be organised by Arrow Marketing and the ABWS - Associação Brasileira de Wind Surf (Address: Av. Dioguinho, 2315, Fortaleza -CearĂĄ- Brazil Zip code: 60182-360 Tel: 55 85 32651328 e-mail: arrow@arrowmarketing.com.br Web: www.windbrasil.com ) - the Organizing Authority, in co-operation with and, approval of, the IWA, the Confederação Brasileira de Vela e Motor – CBVM, represented by Federação de Vela e Motor do Estado do CearĂĄ – FVMEC.

3. VENUE
Racing will take place in the waters in front of the beach of Fortaleza, which is the capital of the Cearå state. It is located on northeast of Brazil, on the coast of the Atlantic Ocean. The International Airport is located 15 km from the coast line. In November the Alisios Winds blows from 15 to 25 knots. The air and water temperature is around 28° Celsius.

4. RULES
4.1 This is an IWA sanctioned event governed by:
4.1.1 The 2005/2008 ISAF Racing Rules of Saling (RRS)- Windsurfing Competition Rules;
4.1.2 The IFWC Class Rules & Grand Prix General Rules;
4.1.3 This Notice of Race ("NoR") & the Sailing Instructions (SIs);
4.1.4 Alterations to the Sis must be approved by the Class's Race Supervisor.
4.2 The IFWC is classified as a category 'C' class as set out in ISAF Regulation 20 - Advertising Code.
4.3 Competitors shall attend the opening & closing ceremonies, including the dinner and prize giving.
4.4 Competitors shall be accommodated at the Marina Park Hotel (event sponsor) in front of the race site.

5. ELIGIBILITY & DISCIPLINE
5.1 All entries shall meet the requirements of ISAF Regulation 19 – Eligibility Code.
5.2 Competitors shall possess valid third party liability insurance.
5.3 Competitors shall be members of a National FW Class Association or the IFWC if no national class association exists. Individual Membership formalities can be completed on site.
5.4 For Brazilian Championship, competitors shall be members of a National Class Association - ABWS. Individual Membership formalities can be completed on site.
5.5 The regatta shall be a single discipline event for Men and Women.
5.6 A minimum of 3 races is required for a valid regatta.

6. FLEETS
6.1 The maximum size of the fleet is limited to 120 competitors.
6.2 Men and Women competitors may race separately.
6.3 There shall be a maximum of 4 races per day. The maximum number of races in the series is 15.

7. DIVISIONS
7.1 Definition
7.1.1 There may be separate prizes or trophies for Youth (U20), Master (O35) and Grand Master (O45).
7.1.2 There shall be separate prizes for men lightweight division, that is, for sailors weighing 75 kg or less.
7.2 Age:
7.2.1 A competitor must have reached the minimum age limit, in the relevant division, by Dec.31st 2007.
7.2.2 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2008
7.2.3 A Youth shall be under the age of 20 (Born in or after 1989).
7.2.4 A Master (O35) is a man who has reached the age of 35 (1972>) or for a woman, 30 (1977>).
7.2.5 A Grand Master (O45) is a man who has reached the age of 45 (1962>) or for a woman, 40 (1967>).
7.3 General Only divisions specified will apply. A minimum of 5 entries is required to constitute a division within a fleet. The position of the competitor within the division will be calculated by his/her position in the fleet results.

8. EQUIPMENT
All competitors shall bring their own equipment.

9. EQUIPMENT INSPECTION
9.1 Each Competitor shall ensure that his/her sailboard and equipment conforms to Class Rules.
9.2 Equipment Registration forms must be completed at Registration. Equipment checks may be made throughout the event.
9.3 The equipment inspectors will pay special attention to sail identification rule compliance.

10. SAIL INSIGNIAS
National letters & sail numbers shall be in a color that contrasts strongly with the body of the sail; placed immediately above the event advertising; and positioned according to RRS App. G. Alternatively sail insignias may be placed back to back on a white background. All Sails shall otherwise comply with the national letter system according to the RRS 77 and App. G.

11. BUOYANCY
If personal buoyancy is prescribed every competitor & support boat crewmember shall wear, above the waist, a jacket, harness, or vest with minimum buoyancy of 4kg. uninflated, in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg which shall remain supported for a minimum of 5 minutes.

12. LIABILITY
Competitors take part in all races at their own risk. The Organizing Authority, the IFWC, IWA, ISAF, ABWS or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

13. COURSES
The courses for the Formula Windsurfing - Wind Brasil - are optional. They may be described in Sailing Instructions, or posted on the Official Notice Board not later than 30 minutes before the start of a race.

14. SCORING
The RRS low points scoring system shall apply.

15. INTERNATIONAL JURY
A International Jury may be appointed; and in accordance with RRS 70.4, their decisions will be final and cannot be appealed .

16. SAILING INSTRUCTIONS (SI)/EVENT PROGRAMME
The 'Championship SIs' will be available at registration as will the Event Programme scheduling social events.

17. COACHES
17.1 Coaches are required to register in advance by completing Form 4 and advise the organizer if they propose to bring their own coach boats or wish to rent a coach boat.
17.2 Coaches shall wear a buoyancy aid when the “Y” flag is flown.

18. SCHEDULE
Brazilian Formula Windsurfing Championship
· 21st November – Registration & Opening Ceremony
· 21st > 23rd November – Racing : first possible start 10:00h
· 23rd November – Racing : last possible start 14:00h ;& Closing Ceremony /Prize Giving

Formula Windsurfing Grand Prix World Tour Championship
· 24th and 25th of November – Registration & Opening Ceremony on the 25th
· 26th > 30th November – Racing : first possible start 10:00h
· 30th November – Racing : last possible start 14:00h ;& Closing Ceremony /Prize Giving

19. DRUG TESTING
Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.

20. MEDALS AND PRIZES
20.1 Medals or Trophies may be awarded to the first three competitors in each fleet/division.
20.2 A prize money fund of U$ 30.000, for the FW Grand Prix Tour shall be divided according to the General Rules of the Formula Windsurfing Class. 20.3 An extra prize money fund of U$ 3.000, for the FW Grand Prix Tour shall be divided according to the Grand Prix Tour Rules of the Formula Windsurfing Class.

21. TELEVISION AND MEDIA
In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproductions of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

22. BIBS/VESTS & COMPETITORS SAIL BRANDING
In the competitions area: during racing, prize awarding, and on interviews to media, competitors may be required to wear bibs/vests carrying the event sponsors' branding and shall carry the event sponsor's advertising on their sails.

23. DRESS CODE
23.1 Smart casual clothes will be required for the Opening Ceremony and Prize Giving Ceremony.
23.2 The organisers reserve the right to refuse entry to those whose standard of attire is not commensurate with the occasion.

24. TRAVEL AND ACCOMMODATION
24.1 The Camaleao Turismo e Aventura is the official travel agency. Bookings for a complete package with air ticket, accommodation, transfers and tours for the sailors and accompaniers at the website www.camaleaotur.com.br, or by the email camaleao@camaleaotur.com.br
24.2 The nearest Airport is Fortaleza. (15 km from the coast).

25. RACE OFFICE
25.1 The race office during the regatta will be announced on the official website of the IFWC www.formulawindsurfing.org
25.2 Competitors shall produce the following prior to completing registration formalities on site:
- Original Regatta Entry Form. Form 1
- Proof of age (Passport)
- Original Bank Transfer/Draft details
- Evidence of valid third party insurance
- Parental/legal Guardian Assent if needed Form 2
- Equipment Registration Form signed by the Inspectors .

26. ENTRIES & PAYMENT
26.1 Competitors can enter through the IWA Office by mailing or faxing the Official Entry Application Form to the entry address or by using the Online Entry Application Form on the IWA website www.internationalwindsurfing.com .
26.2 The entry fee may be paid directly at the event site at the inscription, but in cash - US$ only .
