Windsurfing Euro-Cup

1. DATE
The Windsurfing Euro-Cup in Cagliari (Italy) will take place from the 28th to the 31st of May, 2003.

2. ORGANIZATION
The event is organized by Idea Mare Sport e Spettacolo in cooperation with the Windsurfing Club Cagliari and Choppy Water Eventmanagement GmbH, and with the supervision of the Italian Sailing Federation and International Sailing Federation.

3. STATUS
The Windsurfing Euro-Cup Cagliari is the third Windsurfing Euro-Cup of the year 2003. The regatta is recognized by the IFWC. The competitors get points for the official Euro-Cup ranking list.

4. RULES
The regatta is an ISAF sanctioned event governed by: · The Windsurfing Office General Rules · The Funboard Racing Rules (FRR) · The IFWC rules · The prescriptions of the Italian National Authority will apply in the extend that it does not conflict
with Class rules. · The Notice of Race and Sailing Instructions

5. DISCIPLINES The Racing will take place at the Event in Cagliari. The discipline Racing is equipped with prize money (EUR 15.000,00 net of taxes) and will give points to the annual ranking list of the Windsurfing Euro-Cup. The race committee will decide if the conditions are suitable for official competitions.

6. FLEETS AND DIVISIONS There will be only two fleets: men and women. They shall race separately, each in a maximum 15 race series. There may be separate prizes or trophies for Espoir, Youth (11 m2 division), Masters, Grand Masters and Formula Experience (ASA boards from IFWC board list) divisions. The position of the competitor within the division will be calculated from his/her position in the fleet results. No separate division scoring will be applied. The Youth registered sail bigger than 11 m2 or using non ASA boards shall be calculated only in men and Espoir division.

7. DIVISION DEFINITION
• A Junior [U17] shall be under the age of 17;
• A Youth [U19] shall be under the age of 19;
• An Espoir [U22] shall be under the age of 22;
• A Master is a male competitor who has reached the age of 35;
• A Grand Master is a male competitor who has reached the age of 45.
A competitor must have reached the minimum age limit, in the relevant division, by Dec 31st. in the year preceding the date of competition.
A competitor must not be older than the maximum age limit, in the relevant division, by Dec 31st of the year of competition. A minimum of 5 entries is required to constitute a 'fleet' or a division within a fleet.

8. PLACE AND CONDITIONS
Cagliari, known as “the city of sun”, is on the southern tip of Sardinia, an island in the center of the Mediterranean sea. It is the administrative capital of Sardinia and its principal port. It is best known for Poetto beach, five minutes from the center of town. This beautiful white beach with crystal-clear blue water is 12 km long and is visited by about 100,000 people on hot summer days.
The racing area will be in the Gulf of Cagliari, in front of Poetto beach, and has been judged to be one of the best in the Mediterranean. It has a sandy sea floor and is about 10 to 20 meters deep, which helps when anchoring and positioning buoys. It is almost always windy, usually north/north westerly, at an average of 12-20 knots.
The average water temperature is about 25°C from June to September, and the air temperature is from 25°C to 35°C.
Sailing in Cagliari not only means having the best of wind conditions on one of the most beautiful islands in the Mediterranean, but also enjoying its laid-back, relaxed lifestyle and having fun when the races are over. The Euro-Cup in Cagliari will be 3 days full of excitement and fun, with races during the day and concerts and entertainment on the beach at night.

9. TRAVEL INFORMATION
Connections between Italy and the island of Sardinia are either by air or ferryboats, which also transport cars.
Elmas, Cagliari’s domestic and international airport, is 8 km from the town center, and is linked with regular flights from major Italian cities - Rome, Milan, Venice, Turin, Naples, Bologna, and Palermo. Major European airlines have regular flights to Cagliari from Paris, London, Frankfurt, Munich, and Zurich.
If you are travelling by car through the Brennero highway in Italy, we suggest taking a ferry from Civitavecchia. If you are travelling through France or through the north-west side of Italy, it is better to take the ferry from Genoa.

Prize giving with After-Race Pasta Party for all competitors at the Windsurfing Club. Fashion show on the beach at 22:00.

At the discretion of the Organizing Committee, the program could be changed.

11. ACCOMODATION
Camping and caravanning are totally free of charge at the Windsurfing Club Cagliari camping area, next to the racing area, with use of men’s and women’s locker rooms with showers.

12. SOCIALS
The competitors get a warm meal each day, after the races. Every Competitor gets a Event-Present. Entrance to the Event-Parties is free for all competitors.

13. DRUG TESTING Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.

14. EQUIPMENT The equipment must comply with the IFWC rules. Only boards on the list of approved formula windsurfing boards for international events are allowed. Youth and Junior competitors shall register ASA skinned boards listed on the IFWC approved board list of 01/01/03.

15. MEASUREMENT It is the responsibility of each owner/competitor to ensure that his/her sailboard and equipment conforms to Class Rules. Measurement and equipment checks will be made throughout the event.

16. SAIL INSIGNIAS All sails shall comply with the national letter system in Appendix ‘G’ of the Funboard Racing Rules. This will be enforced. Letters and numbers are required on both sides of the sails.

17. BUOYANCY If personal buoyancy is prescribed, each competitor shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg. un-inflated, in fresh water. The buoyancy shall be tested with a metal weight of 4kg. which shall remain supported for a minimum of 5 minutes.

18. LIABILITY Entries shall meet the requirements of ISAF RRS Appendix 2. Competitors shall possess valid third party liability insurance. Competitors take part in all races at their own risk. The Organizing Authority, ISAF, IFWC, IWA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them, is at the sole discretion of the sailor and at his/her own risk.

19. SCORING The Funboard Racing Rules low points scoring system (App. A2) will apply.

20. INTERNATIONAL JURY An International Jury will be appointed. Their decisions will be final and cannot be appealed.

21. TELEVISION AND MEDIA In registering for the event, competitors automatically grant to the Organizing Authority the right in
perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instruction in which he/she participates without compensation.

22. BIBS/VESTS & COMPETITORS SAIL BRANDING During racing, competitors may be required by the organizers to wear bibs/vests carrying the event sponsors' branding and Sail Stickers above the boom. Prior to arrival on site, competitors wishing to apply their own sponsor's branding to their sails below
the boom are advised to seek 'Brand Approval' from the organizer to ensure that there is no conflict with event sponsors. The decision of the organizers will be final. Organizers Sail Stickers are mandatory.

23. PRIZES The successful competitors will win Trophies. The competitors get points for the official Euro-Cup ranking list according to the General Rules.

In addition there is a prize money fund of EUR 15.000,00 (net of taxes) that will be divided according to the General Rules.

24. WEB SITE Daily results will be found on the web site www.euro-cup.org / www.beachcontest.com .

25. ENTRIES Competitors may enter through the Windsurfing Office by mailing or faxing the Official Entry Application Form to the entry address or by using the Online Entry Application Form on the Windsurfing Euro-Cup website www.euro-cup.org. Competitors who register after the entry date (23.05.2003) must pay a late entry fee (50%).

Entry fee: EUR 55,-
Youth competitors get a 50% discount.
Entry fees will be free for women if entries received by 23 May.


Each competitor shall personally register and sign the registration form and pay the entry fee at the Regatta Office before 11.00 hrs. on 29th May 2003. The maximum number of competitors is limited to 150. So apply early for an entry in order to get a safe starting slot.
