WIND BRASIL 2007 Formula Windsurfing World Championship

Brazil, Fortaleza / Ceara , 26 November - 02 December '07

1.1 The WIND BRASIL 2007 - Formula Windsurfing Championships, Fortaleza, will be held with a Brazilian Formula Windsurfing (Open) Championship from Thursday November 22nd to Sunday 25th, and the Formula Windsurfing World Championship from Monday 26th to Sunday December 2nd.

1.2 The regattas give points for the annual ranking lists of the International Formula Windsurfing Class .The World Championships is the TOP LEVEL World Tour event; the preceeding national championships is a level 3 ranking event.


2.1 These Championships will be organised by Arrow Marketing (Address: Av. Dom LuĂ­s, 500/1727 Fortaleza -CearĂĄ- Brazil Zip code: 60160-230 Tel: 55 85 3242-5050 e-mail: Web: ), the Organizing Authority, in co-operation and with approval of the ISAF, the Federação Brasileira de Vela e Motor – FBVM, represented by Federação de Vela e Motor do Estado do CearĂĄ – FVMEC, and the Brazilian Association - ABWS - Associação Brasileira de Wind Surf.


3.1 Racing will take place in the waters in front of the beach of Fortaleza, which is the capital of the Cearå state. It is located on northeast of Brazil, on the coast of the Atlantic Ocean. The International Airport is located 15 km from the coast line. In November the Alisios Winds blows from 15 to 25 knots. The air and water temperature is around 28° Celsius.


4.1 This is an ISAF sanctioned event governed by:

4.1.1 The 2005/2008 Racing Rules of Saling (RRS)- Windsurfing Competition Rules;

4.1.2 The IFWC Class Rules & Championship Rules;

4.1.3 This Notice of Race ("NoR") & the Sailing Instructions (SIs);

4.1.4 Alterations to the Sis must be approved by the Class's Race Supervisor.

4.2 The IFWC is classified as a category 'C' class as set out in ISAF Regulation 20 - Advertising Code.

4.3 Competitors shall attend the opening & closing ceremonies, including the dinner and prize giving.

4.4 Competitors shall be accommodated at the Marina Park Hotel (event sponsor) in front of race site.


5.1 All entries shall meet the requirements of ISAF Regulation 19 – Eligibility Code .

5.2 Competitors shall possess valid third party liability insurance.

5.3 Competitors shall be members of a National FW Class Association or the IFWC if no national class association exists. Individual Membership formalities can be completed on site.

5.4 Each regatta shall be a single discipline event for Men and Women .

5.5 A minimum of 3 races is required for a valid regatta .


6.1 The maximum size of the fleet is limited to 120 competitors.

6.2 Men and Women competitors may race separately .

6.3 There shall be a maximum of 4 races per day . The maximum number of races in the series is 15.


7.1 Definition

7.1.1 There may be separate prizes or trophies for Women, Youth (U20), Master (O35) and Grand Master (O45).

7.1.2 There shall be separate prizes for lightweight division, that is for sailors weighing 75 kg or less

7.2 Age:

7.2.1 A competitor must have reached the minimum age limit, in the relevant division, by Dec.31st 2006.

7.2.2 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2007

7.2.3 A Youth shall be under the age of 20 (Born in or after 1988).

7.2.4 A Master (O35) is a man who has reached the age of 35 (1971>) or for a woman, 30 (1976>).

7.2.6 A Grand Master (O45) is a man who has reached the age of 45 (1961>) or for a woman, 40 (1966>).

7.3 General
Only divisions specified will apply. A minimum of 5 entries is required to constitute a division within a fleet. The position of the competitor within the division will be calculated by his/her position in the fleet results.


8.1 All competitors shall bring their own equipment.


9.1 Each Competitor shall ensure that his/her sailboard and equipment conforms to Class Rules.

9.2 Equipment Registration forms must be completed at Registration. Equipment checks may be made throughout the event.

9.3 The equipment inspectors will pay special attention to sail identification rule compliance.


10.1 National letters & sail numbers shall be in a colour that contrasts strongly with the body of the sail; placed
immediately above the event advertising; and positioned according to RRS App. G. Alternatively sail insignias may be placed back to back on an opaque white background. All Sails shall otherwise comply with the national letter system according to the RRS 77 and App. G.

If personal buoyancy is prescribed every competitor & support boat crewmember shall wear, above the waist, a jacket, harness, or vest with minimum buoyancy of 4kg. uninflated, in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg which shall remain supported for a minimum of 5 minutes.

Competitors take part in all races at their own risk. The Organizing Authority, the IFWC, IWA, ISAF, or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

The courses for the Formula Windsurfing - Wind Brasil - are optional. They may be described in Sailing Instructions, or posted on the Official Notice Board not later than 30 minutes before the start of a race .

The RRS low points scoring system shall apply.

A International Jury may be appointed ; and in accordance with RRS 70.4 , their decisions will be final and cannot be appealed .

The 'Championship SIs' will be available at registration as will the Event Programme scheduling social events.


17.1 Coaches are required to register in advance by completing Form 4 and advise the organizer if they propose to bring their own coach boats or wish to rent a coach boat.

17.2 Coaches shall wear a buoyancy aid when the “Y” flag is flown.


Formula Windsurfing Brazilian (Open) Championship

• 22nd November – Registration & Opening Ceremony
• 23rd > 25th November – Racing : first possible start 10:00h
• 25th November – Racing : last possible start 14:00h ;& Closing Ceremony /Prize Giving

Formula Windsurfing World Championship

• 26th and 27th of November – Registration & Opening Ceremony on the 27th
• 28th November > 2nd of December – Racing : first possible start 10:00h
• 2nd of December – Racing : last possible start 14:00h ;& Closing Ceremony /Prize Giving

Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.


20.1 Medals or Trophies may be awarded to the first three competitors in each fleet/division.

20.2 A prize money fund of U$ 10.000, for the Brazilian championship shall be divided according to the NoR published in .

20.3 A prize money fund of U$ 40.000, for the FW Worlds shall be divided according to the General Rules of the Formula Windsurfing Class.


21.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproductions of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.


22.1 In the competitions area: during racing, prize awarding, and on interviews to media, competitors may be required to wear bibs/vests carrying the event sponsors' branding and shall carry the event sponsor's advertising on their sails.


23.1 Smart casual clothes will be required for the Opening Ceremony and Prize Giving Ceremony.

23.2 The organisers reserve the right to refuse entry to those whose standard of attire is not commensurate with the occasion.


24.1 The Camaleao Turismo e Aventura is the official travel agency. Bookings for a complete package with air ticket, accommodation, transfers and tours for the sailors and accompaniers at the website, or by the email

24.2 The Marina Park Hotel is an official sponsor of the event and offer competitors, their families and
support personnel a range of subsidized accommodation, including the breakfast in the package. There will be free transfer of equipment from airport to the hotel , where equipment can be stored throughout the duration of stay. Form 5.

24.3 All competitors are required to stay at Marina Park Hotel., which is on the race site.

24.4 The nearest Airport is Fortaleza. (15 km from the coast).


25.1 The race office during the regatta will be announced on the official website of the IFWC

25.2 Competitors shall produce the following prior to completing registration formalities on site:
- Original Regatta Entry Form. Form 1
- Proof of age (Passport)
- Original Bank Transfer/Draft details
- Evidence of valid third party insurance
- Parental/legal Guardian Assent if needed Form 2
- Equipment Registration Form signed by the Inspectors .


26.1 Competitors can enter through the IWA Office by mailing or faxing the Official Entry Application Form to the entry address or by using the Online Entry Application Form on the IWA website .
26.2 The entry fee may be paid directly at the event site at the inscription, but in cash - US$ only .

Practice races done in Fortaleza.
Presences of:
Arnon, Steve, Jesper, Hubert, brasillians, about 6 DEN guys...
Arnon is the fastest so far and we had some brasilians bullets! - BRA50 and BRA3333;
Wind - 15-19 knots
Great conditions !

I saw on the Starboard website that the 2008 board got the first 3 places at the Japanese Formula event . How can that be ? Is this board not registered to race until 2008 ? If it is an official FW event you cannot use the 2008 board ?

I think he is on 160 but he took the day off yesterday. Yesterday there was lots of testing the wind was strongest it the morning but not as strong as Saturday. After sailing we went to the most amazing restaruant. Sal E Brasa (quite an experience and the food was fantastic) Commandu had a "small" gathering at his place to watch the Brazil/Peru football game (they tied)...
It was quite an amazing group of people hanging there including, Arnon, Steve A, Jesper, Gonzalo, Gabriel, Fabio, Andre, and WORLD FREESTYLE CHAMPION Marcillio Browne, and some others...

The Brazil game wasn't that nice result but the audience was really special...good friends, from fin magician maker to world champs and many other great windsurfers! Just another day at the beach :) Most guys on 10.7/11.0, nice wind and chop/swell managable, More guys on the water today. Went to dinner out on the boardwalk, very comfortable temperature with a nice breeze and plenty to gaze upon (and I'm not talking about the stars in the sky)

Another great day yesterday, the pros are starting to get very serious. It's cool to watch this develop. Myself, I'm just enjoying the clear/green water, the great wind, sailing with friends while looking from the water to the beautiful skyline of Fortaleza and thinking some of my friends that for whatever reason could not be here. It is quite a treat! The Brazilian hosts are so freindly and helpful. LG (life's good)

4 races today, Steve Allen dominated taking 4 bullets in light to moderate winds. Most guys on their biggest sails all day. I started on my 11.8 and did ok, but then went in to get a drink by the time I re launched down the ramp I saw the fleet planing to weather so I went back in to the shore to rest and wait for the afternoon races. I switched to my 70cm and 10.7 and was quite happy i did. 2 more races back to back in the afternoon. then off to a quick pre-dinner and then a massage! LG

The rest of the big guns mixed it up in the front with all the expected guys taking 2-3-4-5''s Gonzalo, Jesper, Arnon were up there, locals Fabio Melo and Lucas Fiuza were showing they kno there gear, have the skills and local knowledge to keep up wiith the Worlds BEST! :)

Stronger wind in the morning today. Most guys on 10.7/11's Steve A. seems to have it wrapped up. Antoine sailed in the afternoon and was super fast. Arnon and Gonzalo, Fabio, Gabriel and Jesper all up front Palo too...
