2019 Portimao Formula Windsurfing World Championship & Formula Foil European Championships

Portugal, Praia da Rocha – Portimao – Algarve, 28 April - 02 May '19
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing – Windsurfing Edition (WCR).
1.2 The Class Rules and Championship Rules shall apply.
1.3 Part of National Authority (NA) prescription will apply. Prescriptions of the Portuguese Sailing Federation that will apply are the Prescriptions to the Rules 60.1, 63.4(d), 67(a) and (b), 86.3, 88.2 and 91(b).
NA Prescriptions in English, will be posted on the official notice board during the event.
1.4 If there is a conflict between languages the English text will take precedence.
1.5 In the Formula Windsurfing World Championship (FWWC) competitors are limited to competing in the FIN division – Class Rule C.2.4 (a).
1.6 In the Formula Windsurfing Foil European Championship (FFEC) competitors are limited to competing in the FOIL division – Class Rule C.2.4 (b).

2.1 Sailors may be required to display advertising chosen and supplied by the Organising Authority. World Sailing Regulation 20 ‘Advertising Code’ shall apply.
2.2 Event branding shall be worn at all times when afloat, and as requested by the organizers during media interviews and during the prize giving.

3.1 Class Championships:
3.1.1 Formula Windsurfing (Fin) World Championship (FWWC)- 28th April to 2nd May;
3.1.2 Formula Windsurfing Foil European Championship (FFEC)- 3rd to 5th May.
3.2 Gender Divisions: FWWC & FFEC are open to both Men and Women of any age.
3.3 Age Divisions:
3.3.1 A Master shall be over the age of 40 (born in 1978 or earlier);
3.3.2 A Grandmaster shall be over the age of 50 (born 1968 or earlier);
3.3.3 A Veteran shall be over the age of 60 (born 1958 or earlier).
3.4 FW Weight Division: Lightweight is a man who weighs less than 75kg.
3.5 A minimum of 5 competitors is required to constitute a division.

4.1 All competitor entries shall meet the requirements of World Sailing Regulation 19 - Eligibility Code.
4.2 Competitors shall be members of a National Class Association which is a paid up member of the International Class Association, or of the IWA. Membership formalities can be completed on site.
4.3 Eligible competitors may enter online - credit/debit card or bank transfer payment required. Online entry will close on 22nd April 2019.
4.4 An entry is not valid until the entry fee is paid.
4.5 The following shall be presented upon registration:
- Evidence of valid third party insurance;
- Proof of age;
- Parental Permission Form - for those under age of 18;
- Deposit of 20 euro for the event lycra (will be refunded when the lycra is returned undamaged after the prize giving).

5.1 The entry fee is: 190 euro for FWWC; 150 euro for FFEC. There will be a 30 euro discount for payment received by 31st March 2019.
5.2 The entry fee for FWWC and FFEC is 250 euro. There will be a 30 euro discount for payment received by 31st March 2019.
5.3 Entry fees paid at registration shall be paid in cash (euro).
5.4 Late entries received at registration may be surcharged 20 euro.

6.1 The Championships shall be racing, “open entry” events;
6.2 Men and women and age divisions, shall race together;
6.3 Competitors may race a maximum 5 races per day, in a maximum 15 race series;
6.4 Three races are required to validate a Championship.

8.1 An Equipment Inspection Form (FWWC) and/or Equipment Inspection Form (FFEC)
shall be returned to the Event Equipment Inspector by the end of registration.
8.2 Equipment inspections may be made at any time during the event.
8.3 Unless otherwise directed by the Organising Authority, boards and equipment shall be launched and retrieved from the designated area at the event site.
8.4 Competitors in the Formula Windsurfing World Championship (FWWC) are not permitted to use a Foil, racing is on Fin onlyClass Rule C.6.1.
8.5Competitors in the Formula Foil European Championship (FFEC) are not permitted to use a Fin, racing is on Foil only Class Rule C.6.2.


The Sailing Instructions (SI’s) will be available upon registration. Any changes to the SI’s shall be approved by the Class Representative at the event.

Courses will be as described in the Sailing Instructions.

An International Jury may be appointed in accordance with WCR Appendix N. There shall be no appeal from their decisions in accordance with WCR 70.5.

Scoring will be according to the WCR Appendix A, except as amended by the relevant Class Championship Rules.

Coaches and support boats shall be registered with the organizer. Support boat drivers shall have a valid boat licence and third party liability insurance.

Support boat crewmember, and if conditions require it, competitors shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50).

15.1 Prizes may be awarded to the first three competitors of each properly constituted division.
15.2 The first competitor in the FWWC will be declared - “2019 Formula Windsurfing World Champion”.
15.3 The first competitor in the FFEC will be declared – “2019 Formula Windsurfing Foil European (division) Champion”.
15.4 There shall be a prize fund of 5,000 euro (net of taxes) in the FWWC which shall be distributed according to the published IFWC Rules.
15.5 There shall be a prize fund of 5,000 euro (net of taxes) in the FFEC which shall be distributed according to the published IFWC Rules.

Competitors are requested to attend the event’s social functions, including the opening and closing ceremonies. Prize winners may forfeit prizes for non attendance at the prize giving ceremony.

Competitors participate in the event entirely at their own risk; see WCR 4 - Decision to Race. The Organizing Authority or any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage, personal injury or death, sustained in conjunction with or prior to, during or after the event.

Each participating competitor shall be insured with valid third party liability insurance with a minimum cover of 1,000,000 euro per event or the equivalent.

In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Event as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.
