2018 Lagos Formula Windsurfing Youth & Masters World Championship

Portugal, Lagos, 23-28 April '18
1 RULES
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing – Windsurfing Competition Rules (WCR).
1.2 The International Formula Windsurfing Class (IFWC) Championship Rules apply.
1.3 For this championship Class Rule C.2.4. (b) does not apply.
1.4 No national prescriptions will apply.
1.5 If there is a conflict between languages the English text will take precedence.

2 ADVERTISING
2.1 Sailors may be required to display advertising chosen and supplied by the organising authority. World Sailing Regulation 20 ‘Advertising Code’ shall apply.
2.2 Event branding shall be worn at all times when afloat, and as requested by the organisers during media interviews and during the prize giving.

3 DIVISIONS
3.1 Gender Division: Men and Women.
3.2 Age Divisions for Lagos World Championship:
3.2.1 A Youth shall be under the age of 20 - born 1999 or later.
3.2.2 A Master shall be over the age of 35 - born 1982 or earlier.
3.3 Age divisions in Lagos Festival:
3.3.1 A Junior shall be under the age of 17 - born 2002 or later.
3.3.2 A Senior shall be born 1983 or later, but not later than 1998.
3.3.3 A Grand Master shall over the age of 45 - born 1972 or earlier.
3.3.4 A Veteran shall be over the age of 55 - born 1962 or earlier.
3.4 A minimum of 5 competitors is required to constitute a division.
3.5 This championship is for sailors in the FIN division only - see Class Rule C.6.1.

4 ELIGIBILITY AND ENTRY
4.1 Entries shall meet the requirements of World Sailing Regulation 19-Eligibility Code.
4.2 Competitors shall be members of a National Class Association which is a paid up member of the relevant international class association, or of the IWA. Membership formalities can be completed on site.
4.3 Eligible competitors may enter online - payment by credit/debit card or bank transfer required.
4.4 Online entry will close on 16th April. An entry is not valid until the entry fee is paid.
4.5 The following shall be presented upon registration:
Evidence of valid third party insurance
Proof of age
Parental Permission Form - for those under age of 18

5 FEES
5.1 The required entry fee: is 190 euro; except Youth entry fee is 180 euro.
5.2 A 30 euro discount will be deducted for entries paid by 25th March 2018.
5.3 Late entries accepted after 16th April, at event registration, will be charged a late fee of 20 euro.
5.4 Entry fees paid at registration shall be paid in cash (euro).

6 RACE FORMAT
6.1 The World Festival shall be a racing, “open entry”, event.
6.2 Men and women may race separately.
6.3 Competitors shall race a maximum 5 races per day, in a maximum 15 race series.
6.4 Three races are required to validate the event.

7.2 The first possible warning signal will be made each day at 1100hrs.
7.3 There may be a daily skippers meeting on racing days at 1000hrs.

8 EQUIPMENT & EQUIPMENT INSPECTION
8.1 An Equipment Inspection Form, which will be available at registration, shall be returned to the Event Equipment Inspector by the close of registration.
8.2 Alternatively, an Equipment Inspection Form can be completed on-line.
8.3 Equipment inspections may be made at any time during the event.
8.4 Unless otherwise directed by the organising authority, boards and equipment shall be launched and retrieved from the designated area at the event site. 
8.5 Use of a FOIL is not permitted - see Class Rule C.6.1.

9 SAILING INSTRUCTIONS
The sailing instructions (SI’s) will be available upon registration. Any changes to the SI’s shall be approved by the Class Representative at the event.

10 COURSES
Courses will be as described in the sailing instructions.

11 INTERNATIONAL JURY
An International Jury may be appointed. The decisions of the International Jury shall be final in accordance with Appendix N and RRS 70.5.

12 SCORING
Scoring will be according to the WCR Appendix A, except for discards which shal be according to IFWC Championship Rules.

13 COACHES & SUPPORT BOATS
Coaches and support boats shall be registered with the organiser. Support boat drivers shall have a valid boat licence and third party liability insurance.

14 SAFETY
Support boat crew and, if required, competitors shall wear a personal flotation device that shall conform to the minimum standard ISO 12402-5 (level 50).

15 PRIZES
15.1 Prizes may be awarded to the first three competitors of each properly constituted division.
15.2 The first Youth will be declared - “2018 Lagos Formula Windsurfing Youth World Champion”.
15.3 The first Master will be declared - “2018 Lagos Formula Windsurfing Masters World Champion”.
15.4 The first competitor in the overall ranking will be declared – “2018 Lagos Formula Windsurfing Festival Champion.”

16 OFFICIAL CEREMONIES
Competitors are requested to attend the event’s social functions; however, the organising authority may refuse entry to those whose standard of attire is not commensurate with the occasion. Prize winners may forfeit prizes for non attendance at the prize giving ceremony.

17 RISK STATEMENT
17.1 Rule 4 of the WCR states: “The responsibility for a board’s decision to participate in a race or to continue to race is hers alone.” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: 
17.1.1 They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their board to such inherent risk whilst taking part in the event; 
17.1.2 They are responsible for the safety of themselves, their board and their other property whether afloat or ashore;
17.1.3 They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
17.1.4 Their board and equipment is in good order, equipped to sail in the event and they are fit to participate;
17.1.5 The provision of a race management team, patrol boats and other officials and volunteers by the race organizer does not relieve them of their own responsibilities;
17.1.6 The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
17.1.7 The fact that the Race Committee conducts inspections, or not, of a board and equipment does not reduce the responsibilities of each competitor set out in this Notice of Race.

18 INSURANCE
Each participating competitor/support boat driver shall be insured with valid third party liability insurance with a minimum cover of 300,000 euro per event or the equivalent.

19 RIGHT TO USE NAME AND LIKENESS
Competitors automatically grant to the organizing authority without payment the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped or filmed television of or relating to the event.

The following information is not part of the rules for the Event.

A TRAVEL & TRANSFER
The nearest airport is the International Faro airport, and is 80 km from the place where the event will take place Lagos – Cais da Solaria. Between Faro airport and Lagos is a high way. Faro Airport, receives a big part of the Low Cost Flights EasyJet, Ryanair, Aer Lingus, Transavia, TUIFly, JET2, Condor, Air Berlin and others, also several international Fly airlines.
There will be transfers between the Airport and the Race Site. Please contact the organizing club (Clube de Vela de Lagos) if you want to use the service, the price for each car will be 60€ (included 2 pax and equipment) the price is from Faro to Lagos. If you make the reservation Faro – Lagos – Faro you will have a discount in the price.
