2010 Allegro Ergo Hestia Cup – Polish International Championships

1. EVENT
1.1The 2010 Allegro Ergo Hestia Cup – Polish International Championships will be held from Thursday 5th August to Saturday 7th August.
1.2This Championship is a Level 2 Formula Windsurfing World Ranking Event.

2. ORGANISER
2.1 The event will be organised by SKZ HestiaSopot for and on behalf of, and under specified conditions laid down by, the International Formula Windsurfing Class (IFWC) and the International Windsurfing Association (IWA).
2.2 The event is organised in conjunction with Polish Windsurfing Association (PWA), and sponsored by Allegro pl and Ergo Hestia.

3. VENUE
3.1 The event will be based at the Sopocki Klub Ĺťeglarski ul. Hestii 3, 81-731 Sopot, Poland.
3.2 Conditions to be expected – winds 8-15 knots; water temperature 15 C; air temperature 18 C.

4. RULES
4.1 This is an IWA sanctioned event governed by:
4.1.1 The ISAF Racing Rules of Sailing – Windsurfing Competition Rules (WCR);
4.1.2 The IFWC Class Rules and the Championship Rules;
4.1.3 No National Authority prescriptions will apply.
4.2 If there is a conflict between the Notice of Race and the Sailing Instructions (SI’s), the SI’s shall take precedence.
4.3 If there is a conflict between languages the English text will take precedence.

5. ADVERTISING
5.1 ISAF Regulation 20 - Advertising Code - shall apply.
5.2 Competitors may be required to carry advertising for event sponsors – both on their sails, and on a lycra vest if supplied by the organiser.

6. ELIGIBILITY & ENTRY
6.1All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
6.2Competitors shall be members of a National Formula Windsurfing Class Association, or of the IFWC. National Associations shall be paid up members of the IFWC.
6.3Membership formalities can be completed on site.
6.4Entries shall be made at the regatta office.
6.5Competitors shall provide the following documentation prior to completing registration formalities on site:
Original Entry Form (Form 1)
Proof of Entry Fee payment
Evidence of valid third party insurance
Proof of age
Parental/legal Guardian Assent (Form 2) - for those under age of 18
Medical Treatment Permission (Form 3) - for those under age of 18 or on their parents medical insurance policy

6.6Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:
Original Coach Entry Form (Form 4)
Proof of Coach Entry Fee payment
Boat Driving Licence (if applicable)
Evidence of valid third party insurance

7. FEES
7.1 The Entry Fee is as follows: 90 PLN
7.2 The Coach Entry Fee is 60 PLN for coaches and other team personnel
7.3 Entries made on site shall be made in cash only - euros / PLN

8. RACING FORMAT, CLASSES & DIVISIONS
8.1 POLISH INTERNATIONAL CHAMPIONSHIPS (PIC)
8.1.1 The Championship shall be a single discipline “open entry” event for men and women.
8.1.2 There may be separate prizes for Youth, Master, and Lightweight Men’s divisions.
8.1.3 Men and women may race separately, depending on entry numbers.
8.2 AGE DIVISIONS
8.2.1 A competitor must have reached the minimum age limit, in the relevant division, by Dec. 31st 2009.
8.2.2 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2010.
8.2.3 A Youth (D) shall be under the age of 20. (Born in or after 1991 and not later than 1997)
8.2.4 A Master (F) is a man who has reached the age of 35 (1974>) or for a woman, 30 (1979>).

9.2 The scheduled time of the warning signal for the first race each day is 10.00hrs, except the first day at 13.00hrs.
9.3 The warning signal for the last race of each day shall not be made within 1 hour of the official sunset
time.
9.4 Arrival & Training. Competitors arriving early are advised that support from the organizers can only
be provided from 25.07.2010 and must be by pre-arrangement.

10. EQUIPMENT & EQUIPMENT INSPECTION
10.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to its Class Rules, and an Equipment Inspection Form is returned to the Event Equipment Inspector before the start of competition.
10.2 Equipment checks may be made throughout the event.
10.3 Competitors shall bring their own equipment.

11. SAILING INSTRUCTIONS
11.1 The 'Championship SIs' will be available at registration.
11.2 Alterations to the SIs shall be approved by the Class Representative.

12. COURSES
12.1 Courses shall be as prescribed in the Sailing Instructions.

13. PROTEST COMMITTEE
13.1 A Protest Committee may be appointed in accordance with the RRS 91 (a) and Appendix M.

14. SCORING
14.1 Scoring will be in accordance with RRS Appendix B, as amended by the Championship Rules, and using the “Low Points Scoring System.”

15. SUPPORT BOATS
15.1 Coach/support boats must be pre-register with the club.

16. STORAGE OF EQUIPMENT
16.1 On completion of registration and continuing until the end of the regatta, when ashore (other than when launching and retrieving), all equipment shall be kept in their assigned places at event site. Removal of any equipment from the regatta site may require prior written approval from the race committee. Access to equipment in the storage area during certain hours, including hours of darkness may be restricted.
16.2 Unless otherwise directed by the LOA, all competing boards and equipment shall be launched and retrieved from the designated area at the event site.

17. MEDALS AND PRIZES
17.1 Medals or trophies shall be awarded to the first three competitors in each Division depending on entry numbers. Categories to be awarded in each properly constituted division will be posted on the official notice board after the close of registration.
17.2 The first man and woman in PIC shall be known as the Polish Open Formula Champion.
17.3 There shall be a prize fund of 20,000 PLN.( 18,000 PLN after tax) to be distributed according to the Championship Rules.

18. BUOYANCY
18.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear, above the waist, a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50)

19. DISCLAIMER OF LIABILITY
19.1 Competitors take part in all races at their own risk. The organiser, IWA, IFWC,PWA, Allegro, or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
19.2 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

20. INSURANCE
20.1 Competitors shall possess valid third party liability insurance with a minimum cover of 300,000 Euro.

21. TELEVISION AND MEDIA
21.1In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

22. OFFICIAL CEREMONIES
22.1 Attendance at the Opening Ceremony, Prize Giving and Closing Ceremony is mandatory.
22.2 The organiser reserves the right to refuse entry to those whose standard of attire is not commensurate with the occasion.

Sopot is a small Polish town situated on the Baltic Sea coast between Gdańsk and Gdynia, a natural centre of the nearly one-million Tri-City agglomeration and the Pomeranian province. In the south the town is bordered by the Tri-City Landscape Park and its northern border is marked by 4.5 km long sandy beaches of the Bay of Gdańsk.

Travel by car
Sopot lies in the immediate proximity of four national roads leading to the west south and east of Poland. Good connections are also ensured by Lech Walesa Gdańsk International Airport. Sopot has direct access to two modern sea ports, which ensure good ferry connections to Scandinavia and direct shipping links to ports on the Baltic Sea and in Western Europe.
Travel by aeroplane
Lech Walesa Gdańsk International Airport is a 20 min drive from the venue.
