The 2010 Rio Formula World Festival

Brazil, Praia Seca, Araruama, RJ, 11-16 October '10
1.1 The 2010 Rio Formula World Festival will be held from Monday 11th October to Sunday 17th October 2010.
1.2 The event incorporates the World Championships for Formula Windsurfing Youth, Formula Windsurfing Master and Formula Experience. The Festival also includes an international event for the other divisions in both Formula Windsurfing and Formula Experience classes.

2.1 The Championships will be organised by the Upwind Windsurf Club for and on behalf of, and under specified conditions laid down by, the International Formula Windsurfing Class (IFWC) and the Formula Experience Class (FEC), in co-operation with the International Windsurfing Association (IWA), Confederação Brasileira de Vela e Motor (CBVM), Federação Estadual de Vela e Motor (FEVERJ) and Associacao Brasileira de Windsurf (ABWS).
2.2 The event is organised in conjunction with, and sponsored by, GOVERNO DO ESTADO DO RIO DE JANEIRO, and Prefeitura Municipal de Araruama.

3.1 The event will be based in Praia Seca, located in Araruama city, Rio de Janeiro – Southeast Brazil.
3.2 Praia Seca is 125km from Rio de Janeiro city, 13 km from Cabo Frio International Airport, in Cabo Frio; and 130 km from the AntĂ´nio Carlos Jobim International Airport, in Rio de Janeiro.
3.3 Conditions to be expected : winds 12-16 kts SW, 10-25 kts NE; water temperature 24ºc; air temperature 30ºc-32ºc.

4.1 This is an IWA sanctioned event governed by:
4.1.1 The ISAF Racing Rules of Sailing – Windsurfing Competition Rules (WCR);
4.1.2 The IFWC and FEC Class Rules and the Championship Rules;
4.1.3 No National Authority prescriptions will apply.
4.2 If there is a conflict between languages the English text will take precedence.

5.1 ISAF Regulation 20 - Advertising Code- shall apply.
5.2 Competitors may be required to carry advertising for event sponsors – both on their sails, and on a lycra vest if supplied by the organiser.

6.1 All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
6.2 Competitors shall be members of the relevant National Class Association, and National Associations shall be paid up members of the IFWC and/or the FEC. Where no recognized national class association exists competitors shall be members of the IFWC or FEC.
6.3 Membership formalities can be completed on site.

6.5 Competitors shall provide the following documentation prior to completing registration formalities on site:
- Original Entry Form (Form 1)
- Proof of Entry Fee payment
- Evidence of valid third party insurance
- Proof of age
- Parental/legal Guardian Assent (Form 2) - for those under age of 18
- Medical Treatment Permission (Form 3) - for those under age of 18 or on their parents medical insurance policy

6.6 Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:
- Original Coach Entry Form (Form 4)
- Proof of Coach Entry Fee payment
- Boat Driving Licence (if applicable)
- Evidence of valid third party insurance

7.1 The Entry Fee is as follows: Junior (120 euro), Youth (150 euro), Senior & Master (180 euro).
7.2 Entry Fees paid by September 12th 2010 shall receive a 20 euro discount.
7.3 The Coach Entry Fee is 50 euro for coaches and other team personnel.

7.5 Entries made on site shall be in cash only (USD or BRA Reais)

8.1.1 This Championship is single discipline (racing) “open entry” events.
8.1.2 FE/FW shall race separately.
8.1.3 A minimum of 5 entries is required to constitute a division or sub-division.
8.1.4 A minimum of 3 races shall be completed by a class or division to validate a championship or event for that class or division.
8.1.5 Women. Women, from all championships and divisions, may race together depending upon the level of entries.
8.2.1 This championship shall be for men and women.
8.2.2 There may be prizes for competitors in the under 15 sub-division using maximum sail size 7.5 sq.m.
8.3.1 This championship shall be for men and women of division D.
8.4.1 This championship is for men and women of division F.
8.5.1 This championship is for men and women of division E.
8.6.1 A competitor must have reached the minimum age limit, in the relevant division, by Dec. 31st 2009.
8.6.2 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2010.
8.6.3 A Junior (C) shall be under the age of 17. (Born in or after 1994)
8.6.4 A Youth (D) shall be under the age of 20. (Born in or after 1991)
8.6.5 A Senior (E) is a man who has reached the age of 20 but is less than 35, or a woman who has reached the age of 20 but is less than 30.
8.6.6 A Master (F) is a man who has reached the age of 35 (>1974) or for a woman, 30 (>1979).
8.6.7 A Grand Master (G) is a man who has reached the age of 45 (>1964) of for a woman, 40 (>1969).

9.2 The scheduled time of the warning signal for the first race each day is 09.00hrs.
9.3 The warning signal for the last race of each day shall not be made within 1 hour of the official sunset time.

10.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to its Class Rules, and an Equipment Inspection Form is returned to the Event Equipment Inspector before the start of competition.
10.2 Equipment checks may be made throughout the event.
10.3 Competitors shall bring their own equipment. A limited amount of charter equipment may be available, contact IWA office for details.

11.1 The 'Championship SIs' will be available at registration, as will the Event Programme scheduling social events.
11.2 Alterations to the SIs shall be approved by the Class Representative.

12.1 Courses shall be as prescribed in the Championship Rules or in the Sailing Instructions.

13.1 An International Jury will be appointed in accordance with the RRS Appendix N.
13.2 Their decisions will be final and cannot be appealed, as specified in RRS 70.5.

14.1 Scoring will be in accordance with WCR Appendix A as amended by the Class Championship Rules.

15.1 Coach boats will be available for charter on a first come, first served, basis. Requests should be done thirty days in advance, and will depend on the availability. Apply to the organisers for details of cost and
availability. Applications should be made by September 12th 2010 using Form 5.
15.2 Support boats shall clearly display their national 3 letter country code in black on a white background, either on a flag of a minimum of 50cm x 40cm in size or on the cover of their outboard engine.

16.1 On completion of registration and continuing until the end of the regatta, when ashore (other than when launching and retrieving), all equipment shall be kept in their assigned places. Removal of any equipment from the regatta site may require prior written approval from the race committee. Access to equipment in the storage area during certain hours, including hours of darkness may be restricted.
16.2 Unless otherwise directed by the LOA, all competing boards and equipment shall be launched and retrieved from the designated area specified in SI’s and on the event website:

17.1 Medals or trophies shall be awarded to the first three competitors in each Division depending on entry numbers. Categories to be awarded in each properly constituted division will be posted on the official notice board after the close of registration.
17.2 The first man or woman in FWYWC shall be known as the Formula Windsurfing Youth World Champion.
17.3 The first man or woman in FWMWC shall be known as the Formula Windsurfing Masters World Champion.
17.4 The first man or woman in the FEWC shall be known as the Formula Experience World Champion.

18.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (Level 50). Alternative or additional standards may be prescribed in the SI’s.
18.2 Personal buoyancy is mandatory for all competitors under 17 years of age.

19.1 Competitors take part in all races at their own risk. The organiser, IWA, IFWC, FEC, FEVERJ, CBVM and ABWS or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
19.2 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

20.1 Competitors shall possess valid third party liability insurance with a minimum cover of 1 million Euro.
20.2 Coach and support boat drivers shall also have a valid third party liability insurance with a minimum cover of 5 million Euro.

21.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

22.1 Attendance at the Opening Ceremony, Prize Giving and Closing Ceremony is mandatory.
22.2 The organiser reserves the right to refuse entry to those whose standard of attire is not commensurate with the occasion.
