Windsurfing Euro-Challenger Pobierowo

1. THE EVENT
1.1. Windsurfing Euro-Challenger Pobierowo begins on Friday, July 24th 2009 and ends on Sunday, July 26th.
1.2. Windsurfing Euro-Challenger Pobierowo is a competition recognized by PYA IWA and IFWC. EURO Challenger Pobierowo 2009 is Grade 2 Formula Windsurfing World Ranking event

2. ORGANIZATION
2.1. The organisers of the event are the Centre of Information, Promotion, Recreation (CIPR) at Rewal.
2.2. The race is being organised in cooperation with Polish Windsurfing Association & under the supervision of the International Windsurfing Association-IWA

3. VENUE
3.1. The event will be based on the beach in Pobierowo.
3.2. Pobierowo is the most popular seaside resort on the West Coast of Baltic situated in the midst of birch and pine woods, it is the largest resort in Rewal Community. The attraction of Pobierowo is its spacious beach, which is great place for sunbathing in the summer and also for walking during the whole year. The length of this resort is about 4km and its centre is Grunwaldzka Street running parallel with the sea. Pobierowo is unseen from the road, it is necessary to drive through the wood to get into the centre of this unusual locality. Pobierowo is a dynamically developing place, but still keeps its specific character thanks to private investors.
This is a well-known touring locality with modern night’s lodging and gastronomic base and with perfect
conditions for water sports, especialy windsurfing. Pobierowo as the first locality in Rewal Community
performed the highest ecological standard and awarded certificate of prestigious international program on the subject of ecological education FEE “Blue Flag”.
3.3. Average wind strengths in July are from 10 to 18 kts (although this may vary and stronger winds are also possible) with western and north-western directions (W and NW), while the waves range from 0.5 to 1 meters in height.
3.4. Average water temperature in July is around 18oC and average temperature of air ranges from 18 to 25oC.

4. ENTRY FEE AND RULES
4.1. The entry fee is 60 EUR.
4.2. Competitors starting in Youth Category get 50% discount and only pay 30 EUR.
4.3. The competition is subject to the following rules:
4.3.1 ISAF Racing Rules of Sailing (RRS) 2009-2012, Windsurfing Edition;
4.3.2 The IFWC Class Rules;
4.3.3 This Notice of Race (NoR) ad the Sailing Instructions (SI‟s).
4.4. ISAF Regulation 20 - Advertising Code - applies.
4.5. Competitors shall attend the opening and closing ceremonies, including the prize giving.

5. ELIGIBILITY AND DISCIPLINE
5.1. All entries shall meet the requirements of ISAF Regulation 19-Eligibilty Code.
5.2. All competitors shall have current third party liability insurance.
5.3. Competitors shall be a member of a National FW Association, or of the IFWC. National Associations shall be paid up members of the IWA, which is empowered by the class to collect any fees due.
5.4. EURO Challenger Pobierowo 2009 is a competition in one discipline: Race (Formula Windsurfing).
5.5. The prize money for the competitors is 10.000 euro net. Prize money will be split according to Formula Grand Prix General Rules.
5.6. The points attained through participation shall count to the official Formula Windsurfing World Ranking.
5.7. The race committee makes the decision whether the conditions allow the running of official races. These decisions are final and cannot be protested.
5.8 One race is required to validate the competition.

6. FLEETS AND DIVISIONS
6.1. Men and women may race together. If there are ten or more entries from women competitors, a separate start for women may be organized.
6.2. Men will race as a single fleet.
6.3. All divisions ( Light, Junior, Youth, Master, Grand Master) race in one fleet.
6.4 Separate prizes or trophies may be awarded to divisions depending upon entry numbers. The position of a competitor in his or her division shall be calculated on the basis of their performance in the fleet.

7. DEFINITION OF FLEET AND DIVISION
7.1. Fleet (gender)
7.1.1. Women;
7.1.2. Men. 7.2. Divisions (age)
7.2.1. Junior (U-17) – competitor aged below 17, ( born in 1993 or later);
7.2.2. Youth (U-20) – competitor aged below 20, ( born in 1990 or later);
7.2.3. Master – competitor above the age of 35 for men (born 1973>) and 30 for women (born 1978>);
7.2.4. Grand Master – competitor above the age of 45 for men (born 1963>) and 40 for women (born1968>).
7.2.5. A competitor shall have reached the minimum age limit in the relevant division by Dec 31st .
7.2.6. A competitor shall not be older than the maximum age limit in the relevant division by Dec 31st 2009.
7.3. Weight (men’s division). A light weight sailor weighs less than 75kg.

8. EQUIPMENT
8.1. All competitors shall use their own equipment.

9. CONTROL
9.1. Each competitor is responsible for ensuring compliance of their equipment used with the Class Rules
9.2. Equipment inspection and control may be conducted at any point during the regatta.

10. SAIL INSIGNIA
10.1.In accordance with Class Rules, the insignia of the country of origin and the starting number should be in a colour that contrasts strongly with the body of the sail and positioned in accordance with RRS App G.
10.2. Letters and numbers shall be placed on both sides of the sail; and may be placed back to back on a white, opaque background.

11. SAFETY
11.1. If personal buoyancy is prescribed every competitor & support boat crew member shall wear, above the waist, a jacket, harness, or vest with minimum buoyancy of 4kg uninflated, in fresh water.
11.2. The buoyancy shall be tested with a ferrous metal weight of 4kg, which shall remain supported for a minimum of 5 minutes.

12. RESPONSIBILITY
12.1. Competitors take part in races at their own risk, see RRS #4.
12.2. The Organiser, IFWC, IWA, or any of their representatives, sponsors, or officials are not responsible under
any circumstances for any damage, loss or injury to persons or equipment either ashore or on the water.
12.3. Competitors who have not turned 18 on the day of the race are obliged to submit, during registration, a
permission to participate signed by their parents or legal guardian.

13. COURSES
13.1. The course to be raced shall be published on the ONB (Official Notice Board) at least 30 minutes before the start of racing.

14. SCORING
14.1. The RRS Low Points scoring system shall be used.
14.2. Tie breaks shall be decided in accordance with RSS B8.8.
14.3. Discards will be as specified in the 2009 IFWC Championship Rules

15. PROTEST COMMITTEE
15.1. An independent protest committee shall be appointed .
15.2. Should an international jury compliant with ISAF RSS be constituted, its decision shall be final and cannot be appealed.

16. SAILING INSTRUCTIONS AND EVENT PROGRAM
16.1. Sailing Instructions shall be available at registration, as will be the program for accompanying social events.

17. COACHES
17.1. Coaches are not required to register in advance.
17.2. Coach boats may support the competitors. Should any competitor plan on bringing his or her own boat to the
competition, the organizer should be notified in advance.
17.3. Coaches shall wear their personal safety gear if the “Y” flag is up.

18. SCHEDULE
Thursday, 23 July: arrival & training; registration (16.00 – 20.00).
Friday, 24 July:
registration (8.00 – 10.30);
skippers meeting (11.00);
racing (first possible start: 12.00).
Accompanying events at the Sun Academy (11.00 - to the finish of racing).

Saturday, 25 July:
skippers meeting (9.30);
racing (first possible start: 10.00).
Accompanying events at the Sun Academy (11.00 - to the finish of racing).

Sunday, 26 July:
skippers meeting (9.30),
racing (first possible start: 10.00).
Prize Giving and Closing Ceremony (19.00)– departure.

18.1. The race committee reserves the right to introduce any changes to the above. Changes shall be published as a
note on the Official Notes Board before 8 p.m. of the day preceding the race.
18.2 Participation in the prize giving and closing ceremony is obligatory for all competitors. Competitors who
win money prizes and do not participate in the ceremony shall lose the prize.

19. SERVICES, TROPHIES/MEDALS AND PRIZES
19.1. The competitors shall receive a hot meal every day and enter the accompanying parties free of charge.
19.2. The following trophies or medals shall be awarded for each Fleet/division:
Places 1 – 5 in the men‟s fleet;•
Places 1 – 5 in the women‟s fleet;•
Places 1 – 3 in the youth (U-20) division;•
Places 1 – 3 in the junior (U-17) division;•
Places 1 – 3 in the Master‟s (above 35) division.•
19.3. The prize money pool for the competition is 10.000 euro (net). Prize money will be split according to the Formula Grand Prix General Rules.

20. DRUG TESTING
20.1. The competitors are reminded of ISAF Regulations concerning banned methods and substances. Drug testing
may take place during the event.

21. TELEVISION AND MEDIA
21.1. By registering for the event, competitors automatically grant the organizing authority the right to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said event as defined in the Notice of Race and Sailing Instruction in which he/she participates without any compensation.

22. VESTS AND COMPETITOR BRANDING
22.1. During the races the organizer has the right to demand the competitors wear vests with organizer/sponsor branding and displaying their stickers on the sail, above the boom.

23. DRESS CODE
23.1. There may be official events where „smart casual‟ clothes will be required. The organizers reserve the right to refuse entry to any person to such events if in their opinion the competitor‟s standard of attire is not commensurate with the occasion.

25. REGISTRATION, ENTRIES AND FEES
25.1 Competitors should register at the Beach Regatta Office in person a day before (July 23) from 16.00 to 20.00 or just before regatta (July 24) from 8.00 to 10.30
25.2 Competitors can apply by fax or mail to the Information Office.
