2009 Sopot Formula Windsurfing European Championships

1.1 The 2009 Sopot Formula Windsurfing European Championships will be held from Tuesday 3rd August to 8th August 2009.
1.2 This Championship is the Level 1 Formula Windsurfing World Ranking Event and a stop on the 2009 Formula Windsurfing Grand Prix World Tour.

2.1 The Championships will be organised by the SKZ Club Sopot for and on behalf of, and under specified conditions laid down by, the International Formula Windsurfing Class (IFWC), in co-operation with the International Windsurfing Association (IWA), Polish Windsurfing Association, and the Polish Yachting Association (PYA).
2.2 The event is organised in conjunction with, and sponsored by, CF Plus, Sopot and UM WojewĂłdztwa Pomorskiego

3.1 The event will be based at the SKZ Sopot Club, Hestii 3, 81-731 Sopot, Poland:
3.2 Sopot is situated on the coast of the Baltic Sea, between Gdańsk and Gdynia in the natural centre of the Tri-City’s Agglomeration, is an established windsurfing area, and 15km from the nearest international airport (Gdansk).
3.3 Conditions to be expected – winds 10 kts; water temperature 20 *C; air temperature 20 *C.

4.1 This is an IWA sanctioned event governed by:
4.1.1 The ISAF Racing Rules of Sailing (RRS), including Appendix B – Windsurfing Competition Rules;
4.1.2 The Class Rules and the Championship Rules;
4.1.3 No National Authority prescriptions will apply.
4.2 If there is a conflict between the Notice of Race and the Sailing Instructions (SI’s), the SI’s shall take precedence.
4.3 If there is a conflict between languages the English text will take precedence.

5.1 ISAF Regulation 20 - Advertising Code - shall apply.
5.2 Competitors may be required to carry advertising for event sponsors – both on their sails, and on a lycra vest if supplied by the organiser.

6.1 All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
6.2 Competitors shall be members of a National Formula Windsurfing Class Association, or of the IFWC. National Associations shall be paid up members of the IFWC.
6.3 Membership formalities can be completed on site.

6.5 Competitors shall provide the following documentation prior to completing registration formalities on site:
- Original Entry Form (Form 1)
- Proof of Entry Fee payment
- Evidence of valid third party insurance
- Proof of age
- Parental/legal Guardian Assent (Form 2) - for those under age of 18
- Medical Treatment Permission (Form 3) - for those under age of 18 or on their parents medical insurance policy
Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:
- Original Coach Entry Form (Form 4)
- Proof of Coach Entry Fee payment
- Boat Driving Licence (if applicable)
- Evidence of valid third party insurance

7.1 The Entry Fee is as follows: 180 euro (Youth 150 euro)
7.2 Entry Fees paid by July 7th 2009 shall receive a 20 euro discount. Late entries may incur a further 20 euro surcharge.
7.3 The Coach Entry Fee is 50 euro for coaches and other team personnel.

7.5 Entries made on site shall be made in cash only (euros).

8.1.1 The Championship shall be a single discipline “open entry” event for men and women.
8.1.2 There may be separate prizes for Youth, Master, and Lightweight mens divisions.
8.1.3 Men and women may race separately, depending on entry numbers.
8.2.1 A competitor must have reached the minimum age limit, in the relevant division, by Dec. 31st 2008.
8.2.2 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2009.
8.2.3 A Youth (D) shall be under the age of 20. (Born in or after 1990 and not later than 1996)
8.2.4 A Master (F) is a man who has reached the age of 35 (1973>) or for a woman, 30 (1978>).

9.2 The scheduled time of the warning signal for the first race each day is 10.00hrs, except the first day at 11.00hrs.
9.3 The warning signal for the last race of each day shall not be made within 1 hour of the official sunset time.

10.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to its Class Rules, and an Equipment Inspection Form is returned to the Event Equipment Inspector before the start of competition.
10.2 Equipment checks may be made throughout the event.
10.3 Competitors shall bring their own equipment. A limited amount of charter equipment may be available, contact IWA office for details.

11.1 The 'Championship SIs' will be available at registration, as will the Event Programme scheduling social events.
11.2 Alterations to the SIs shall be approved by the Class Representative.

12.1 Courses shall be as prescribed in the Championship Rules or in the Sailing Instructions.

13.1 An International Jury may be appointed in accordance with the RRS Appendix N.
13.2 Their decisions will be final and cannot be appealed, as specified in RRS 70.5.

14.1 Scoring will be in accordance with RRS Appendix B, as amended by the Championship Rules, and using the “Low Points Scoring System.”

15.1 Coach boats will be available for charter on a first come, first served, basis. Apply to the organisers for details of cost and availability. Applications should be made by July 7th 2009 using Form 4.
15.2 Support boats shall clearly display their national 3 letter country code in black on a white background, either on a flag of a minimum of 50cm x 40cm in size or on the cover of their outboard engine.

16.1 On completion of registration and continuing until the end of the regatta, when ashore (other than when launching and retrieving), all equipment shall be kept in their assigned places at Sopot Sailing Club. Removal of any equipment from the regatta site may require prior written approval from the race committee. Access to equipment in the storage area during certain hours, including hours of darkness may be restricted.
16.2 Unless otherwise directed by the LOA, all competing boards and equipment shall be launched and retrieved from the designated area at Sopot Sailing Club.

17.1 Medals or trophies shall be awarded to the first three competitors in each Division depending on entry numbers. Categories to be awarded in each properly constituted division will be posted on the official notice board after the close of registration.
17.2 The first man and woman in FWEC shall be known as the Formula Windsurfing European Champion.
17.3 There shall be a prize fund of 20,000 euro (net of taxes) to be distributed according to the Championship Rules.

18.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear, above the waist, a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50).
18.2 Personal buoyancy is mandatory for all competitors under 17 years of age.

19.1 Competitors take part in all races at their own risk. The organiser, IWA, IFWC and PYA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
19.2 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

20.1 Competitors shall possess valid third party liability insurance with a minimum cover of 1 million Euro.
20.2 Coach and support boat drivers shall also have a valid third party liability insurance with a minimum cover of 5 million Euro.

In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

22.1 Attendance at the Opening Ceremony, Prize Giving and Closing Ceremony is mandatory. Competitors failing to attend may forfeit their trophy and prize money.
22.2 The organiser reserves the right to refuse entry to those whose standard of attire is not commensurate with the occasion.

A wide range of scheduled and charter flights are available from all over Europe.
The organisers will arrange transport to and from Gdańsk International Airport for equipment, competitors.
