ENGADINWIND.COM 2007 Windsurfing Euro-Cup

1. EVENT
1.1 The Windsurfing Euro-Cup Silvaplana [Switzerland] will take place from Friday, August 10th to Sunday, August 12th 2007.
1.2 The Windsurfing Euro-Cup Silvaplana [Switzerland] is sanctioned by the ISAF, IWA, IFWC and IFCA.
The competitors get points for the official Windsurfing Euro-Cup ranking list.

2. ORGANIZATION
2.1 The Windsurfing Euro-Cup Silvaplana [Switzerland] is organized by the Engadinwind.com organization team lead by Mr. Christian MĂźller (www.engadinwind.com).
2.2 The regatta is organized in cooperation with the support of the Choppy Water GmbH, and with the
supervision of the International Windsurfing Association [IWA] and International Sailing Federation[ISAF].

3. VENUE
3.1 The event will be based in the Windsurfingcenter in Silvaplana / St. Moritz (Switzerland)
3.2 Silvaplana is located 1815 metres above the sea level at the base of the “Julierpass” at the biggest of the three Lakes of the region Oberengadin. During the summer Lake Silvaplana is one of the most popular windsurfing spots in Europe.
3.3 The competion area will be the whole Lake Silvaplana. The most famous wind is the thermical “Maloja” wind which comes from the south and usually arrives in the late morning at typical summer days. The usual windspeed of the Maloja wind reaches from 12 to 20 knots. Sometimes the Lake Silvaplana receives the Julierwind which blows down the Julierpass and blows offshore at the Windsurfingcenter. The Julierwind can be stronger but is not as consistent as Maloja.
3.4 The average water temperature is about 12°C in the summer, and the air temperature is from 0°C in
the morning (1815 above sea level!) to 25°C.

4. RULES
4.1 The regatta is an ISAF, IWA, IFWC and IFCA sanctioned event governed by:
4.1.1 The General Rules for the Windsurfing Euro-Cup 2007
4.1.2 The ISAF Racing Rules of Sailing 2005-2008 [RRS] Windsurfing Edition
4.1.3 The IFWC & IFCA Class Rules
4.1.4 The Notice of Race and Sailing Instructions

5. ELIGIBILITY & DISCIPLINE[S]
5.1 Eligibility
5.1.1 All entries shall meet the requirements of the ISAF RRS, ISAF Eligibility Code.
5.1.2 Competitors shall possess valid third party liability insurance.
5.1.3 Competitors shall be a member their national IFCA assoc. or of the IFCA. National Associations shall be paid up members of the IWA, which is empowered by the class to collect any fees due.
5.2 The Windsurfing Euro-Cup Silvaplana [Switzerland] is a one discipline Racing (Formula Windsurfing) regatta.
5.3 The regatta is equipped with a total of EUR 20.000,00 [net of taxes] prize money, splitted in two parts. EUR10’000 for the overall ranking FW and EUR 10’000 for the 30. engadin marathon.
5.4 The regatta will give points to the annual ranking list of the Windsurfing Euro-Cup.
5.5 The race committee will decide if the conditions are suitable for official competitions. This decision shall not be protested.

6. CLASSES, FLEETS & DIVISIONS
6.1 The regatta is a one discipline “open entry” event for male & female competitors.
6.2 Women and men can race together. If there are 10 or more women they may race separately.
6.3 There will be one fleet.
6.4 The divisions [Women, Youth [U20], Junior [U17], Masters, Grand Masters etc.] race in the men’s fleet.
6.5 There may be separate prizes or trophies for Women, Youth [U20], Junior [U17], Masters, Grand Masters divisions. The position of the competitor within the division will be calculated from his/her position in the fleet results. No separate division scoring will be applied.

7. FLEET & DIVISION DEFINITION
7.1 Fleet [Gender]:
7.1.1 Women – female competitors
7.1.2 Men – male competitors
7.2 Divisions [Age]:
7.2.1 A Junior [U17] shall be under the age of 17; [2007: born in or after 1991].
7.2.2 A Youth [U20] shall be under the age of 20; [2007: born in or after 1988].
7.2.3 A Master is a competitor who has reached the age of 35 [2007: 1971>] or for a woman, 30 [2007: 1976>].
7.2.4 A Grand Master is a competitor who has reached the age of 45[2007: 1961>] or for a woman, 40 [2007: 1966>].
7.2.5 A competitor must have reached the minimum age limit, in the relevant division, by Dec 31st. in the year preceding the date of competition.
7.2.6 A competitor must not be older than the maximum age limit, in the relevant division, by Dec 31st of the year of competition.
7.2.7 A minimum of 5 entries is required to constitute a 'fleet' or a division within a fleet.

8. EQUIPMENT
8.1 All competitors may bring their own equipment.
8.2 The equipment has to conform to the Class Rules and the General Rules for the Windsurfing Euro-Cup 2007.

9. MEASUREMENT
9.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to the Class Rules and the General Rules for the Windsurfing Euro-Cup 2007.
9.2 Measurement and equipment checks may be made throughout the event.

10. SAIL INSIGNIAS
10.1 National letters & sail numbers shall be black in colour; placed immediately above the event advertising; and positioned according to ISAF RRS. The font shall either be Helvetica or Arial Black.
10.2 Letters and numbers are required on both sides of the sails.

11. BUOYANCY
11.1 If personal buoyancy is prescribed, each competitor shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg, un-inflated, in fresh water.
11.1 The buoyancy shall be tested with a metal weight of 4kg which shall remain supported for a minimum of 5 minutes.

12. LIABILITY
12.1 Competitors take part in all races at their own risk.
12.2 The LOA, Choppy Water GmbH, ISAF, IWA, IFWC, IFCA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
12.3 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk.
12.4 Competitors shall possess valid third party liability insurance covering personal injury or equipment damage and carry evidence of such.

13. COURSES
13.1 The course[s] shall be published on the ONB at least 30 minutes before the start of a competition.

14. SCORING
14.1 The ISAF RRS A, Scoring [with 0.7 points for the first place] low points scoring system will apply.
14.2 Ties will be broken according to ISAF RRS B8.8, Series Ties.

15. JURY, PROTEST COMMITTEE
15.1 An independent protest committee will handle the protests
15.2 If an International Jury will be appointed in accordance with the ISAF RRS their decisions will be final and cannot be appealed.

16. SAILING INSTRUCTIONS & EVENT PROGRAM
16.1 The 'SIs' will be available at registration as will the event programme scheduling social events.

17. COACHES
17.1 Coaches are required to register in advance
17.2 Coach boats may support competitors. If you propose to bring your own, please advise the local organisers in advance.
17.3 Coaches shall wear buoyancy aids when the "Y" flag is flown.

18. SCHEDULE
18.1 Schedule:
Thursday, August 9th: Arrival, rigging, inscription/registration [approx. 11:00 - 17:00]; Training.
Friday, August 10th: Late registration [approx. 09:00 – 10:00]; Skippers meeting [11:00], Competition [First possible start 12:00].
Saturday, August 11th ”MARATHON DAY”: Skippers meeting [11:00]; Competition [First possible start 12:00].
Sunday, August 12th: Skippers meeting [10:00]; Competition [First possible start 11:00, Last possible start 16:00]; Prize giving; Closing Ceremony[18:00]; Derigging, Departure.
18.2 At the discretion of the Organizing Committee, the program could be changed. The warning time
of the race and the time of the skippers meeting will be written as an Official Notice which will be posted on the ONB until 20:00 of the previous day. If not so, the starting time of this program will apply.
18.3 The participation in the closing party/prize giving is obligatory for all competitors. Competitors who win prize money and don’t come to the prize giving will loose their prize money.

19. SOCIALS, TROPHIES/MEDALS & PRIZES
19.1The competitors get a warm meal each day. Entrance to the event parties is free for all competitors.
19.2 The successful competitors will win Trophies. The following medals or trophies shall be awarded in
each discipline at the prize giving:
* 1st place Men *1st place Women
*2nd place Men *1st place Youth [U20]
*3rd place Men *1st place Junior [U17]
*1st place Master [over 35]
19.3 The competitors get points for the official Windsurfing Euro-Cup ranking list according to the
General Rules for the Windsurfing Euro-Cup 2007.
19.4 In addition there is a prize money fund of EUR 10.000,00 [net of taxes] that will be divided
according to the General Rules for the Windsurfing Euro-Cup 2007
19.5 Additional EUR 10.000,00 are available for the special marathon race on Saturday, August 11th.

20. DRUG TESTING
20.1 Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.

21. TELEVISION & MEDIA
21.1 In registering for the event, competitors automatically grant to the Organizing Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the Windsurfing Euro-Cup as defined in the Notice of Race and Sailing Instruction in which he/she participates without compensation.

22. BIBS/VESTS & COMPETITORS SAIL BRANDING
22.1 During racing, competitors may be required by the organizers to wear bibs/vests carrying the event sponsors' branding and sail stickers above the boom.
22.2 Prior to arrival on site, competitors wishing to apply their own sponsor's branding to their sails below the boom are advised to seek 'brand approval' from the organizer to ensure that there is no conflict with event sponsors. The decision of the organizer will be final.

23. DRESS CODE
23.1 There can be official events where 'smart casual' clothes will be required. The organisers reserve
the right to refuse entry to any person to such events if, in their opinion, the competitor's standard
of attire is not commensurate with the occasion.

24. ACCOMMODATION & Travelling
24.1The „Camping Silvaplana“ is the traditional place to stay for all competitors who are planning to
sleep in tents or their vehicles. It has an excellent infrastructure and is located directly at the Lake

24.5 Travelling:
Silvaplana can be reached easily by car. The distance from Milano is about 175 KM from Zuerich about 200 KM and from Munich about 300 KM.

25. PRE-REGISTRATION, ENTRIES & PAYMENT
25.1 Competitors should pre-register through the Windsurfing Office by mailing or faxing the official pre registration form to the pre-registration address or by using the online pre-registration form on the Windsurfing Euro-Cup website www.euro-cup.org.

25.3 Competitors who pre-register after the pre-entry date [July 27th 2007] must pay a late entry fee [50%]. On site entries are possible if the maximum number of starting slots [100 competitors] is not exceeded. On site entries will be treated as late entries.
25.4 All entries shall meet the requirements of ISAF RRS and be a member of either a National Class Associations in good standing with the international class concerned or be a member of that international class.
25.5 The maximum number of starting slots is limited to 100 competitors. So everybody is advised to apply in time for an entry in order to get a safe starting slot.
25.6 Entries will be accepted on a first come first served basis. Competitors will be promptly advised by the Windsurfing Office if his/her entry has been refused.
25.7 Competitors who register for an event and don’t compete in it without an excuse acceptable to the Windsurfing Office shall pay a fee of Euro 100,00 - before being allowed to enter another Windsurfing Euro-Cup event.
25.8 The entry fee for the Windsurfing Euro-Cup Silvaplana [Switzerland] is EUR 100,00.
25.9 Youth competitors get a 50% discount and pay EUR 50,00.
25.10 Each competitor shall personally register and sign the registration form and pay the entry fee at the Regatta Office before 10:00 on August 10th 2007.

29.1 Attention, competitors! The result of the marathon race counts as two races for the overall ranking of the Euro-Cup Silvaplana. Be aware that additional competitors just participating in this special race will increase the size of the fleet.
