1 RULES
1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing – Windsurfing Competition Rules (WCR).
1.2 No national prescriptions will apply.
1.3 If there is conflict between the Notice of Race and the Sailing Instructions (SI’s), the SI’s will take precedence.
1.4 If there is a conflict between languages the English text will take precedence.

2 ADVERTISING
Boards may be required to display advertising chosen and supplied by the organizing authority. ISAF Regulation 20 ‘Advertising Code’ shall apply.

3 DIVISIONS
3.1 The participating divisions shall be: Men, Women, Masters.
3.2 Age Division: A Master shall be a man over the age of 35 (born 1976 or earlier) or woman over the age of 30 (born 1981 or earlier).
3.3 A minimum of 5 competitors is required to constitute a division.

4 ELIGIBILITY AND ENTRY
4.1 All entries shall meet the requirements of ISAF Regulation 19-Eligibility Code.
4.2 Competitors shall be members of a National Class Association which is a paid up member of the relevant international class association, or of the IWA. Membership formalities can be completed on site.
4.3 Eligible competitors may enter by completing the attached form and sending it, with the entry fee, to: Windsurfing Association Singapore, c/o Constant Wind Pte Ltd, 11 Changi Coast Walk, Singapore, 499740 by 30th November 2011.
The following shall be presented upon registration:
• Original Entry Form
• Evidence of valid third party insurance
• Proof of age
• Parental/legal Guardian Assent for those under age of 18
• Medical Treatment Permission - for those under age of 18 or on their parents medical insurance policy
4.4 Coaches and team support personnel may enter by completing the attached form and sending it to: Windsurfing Association Singapore, c/o Constant Wind Pte Ltd, 11 Changi Coast Walk, Singapore, 499740.
The following shall be presented upon registration:
• Original Coach Entry Form
• Boat Driving Licence (if applicable)
• Evidence of valid third party insurance
4.5 Entries may also be made online at: www.singaporewindsurfing.org

5 FEES
5.1 The required entry fee for all competitors is 120 S$.
5.2 Entry fees sent with the entry form shall be paid by cheque or cash.
5.3 A late entry fee of 30S$ may be charged for entries received after 30th November 2011.
5.4 Entry fees paid at registration shall be paid in cash in Singapore Dollars (S$)

6 RACE FORMAT
6.1 The Championship shall be a single discipline, course racing, “open entry” event.
6.2 Men and women may race together.
6.3 Formula Class shall have a separate start from the other classes in the Singapore Open.
6.4 Classes shall race a maximum 4 races per day, in a maximum 15 race series.
6.5 Three races are required to validate the championship.

7 SCHEDULE

1100 Racing

1630 Last possible warning signal
1900 Prize giving and dinner

7.2 The first possible warning signal will be made each day at 1100hrs, except the last day when the warning signal will be displayed at 1000hrs.

8 EQUIPMENT & EQUIPMENT INSPECTION
8.1 An Equipment Registration Form, which will be available at registration, shall be returned to the Event Equipment Inspector before the start of competition.
8.2 Equipment inspections may be made at any time during the event.
8.3 Unless otherwise directed by the organizing authority, boards and equipment shall be stored, launched and retrieved from the designated area at the event site.

9 SAILING INSTRUCTIONS
The sailing instructions (SI’s) will be available upon registration. Any changes to the SI’s shall be approved by the Class Representative at the event.

10 COURSES
Courses will be as described in the sailing instructions.

11 PROTEST COMMITTEE
An ‘Independent Protest Committee’ will be appointed according to WCR 91(a).

12 SCORING
12.1 Scoring will be according to the WCR Appendix A, and using the Low Points
Scoring System.
12.2 Formula Windsurfing Discards – This changes WCR Appendix A.
12.2.1 When fewer than 4 races have been completed, a board’s series score shall be the total of her race scores.
12.2.2 When 4 to 6 races have been completed, a board’s series score shall be the total of her race scores excluding her worst score.
12.2.3 When 7 to 10 races have been completed, a board’s series score shall be the total of her race scores excluding her two worst scores.
12.2.4 When 11 or more races have been completed, a board’s series score shall be the total of her race scores excluding her three worst scores.

13 SUPPORT BOATS
Support boats shall be registered at the race office. Limited charter may be available and may be applied for using the coach entry form.

14 SAFETY
Every competitor and support boat crewmember shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50), or as specified in the SI’s.

15 PRIZES
15.1 Prizes will be awarded to the first three competitors of each properly constituted division. Properly constituted divisions will be posted on the official notice board after the completion of the registration.
15.2 The first man and the first woman in each division in the Asian Championships will be declared “2012 Formula Windsurfing ...division........Asian Champion”.
15.3 Titles shall only be awarded to competitors eligible to compete for an Asian
national class association.

16 OFFICIAL CEREMONIES
Competitors are requested to attend the event’s social functions; however, the organising authority may refuse entry to those whose standard of attire is not commensurate with the occasion.

17 DISCLAIMER OF LIABILITY
Competitors participate in the event entirely at their own risk; see WCR 4 - Decision to Race. The organising authority or any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the event.


18 INSURANCE
Each participating boards shall be insured with valid third party liability insurance.

19 RIGHT TO USE NAME AND LIKENESS
In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Event as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

A ACCOMMODATION
There is a variety hotel and bungalow accommodation available. More information about accommodation for the event will be posted on the event website: www.SingaporeWindsurfing.org
B AIR TRAVEL/TRANSPORTATION/TRANSFERS
The organising Committee can arrange transport to and from the airport for equipment, competitors and support personnel. It would assist the organiser if the competitors, requiring this service, could advise their flight details at least a week prior to the first day of the event.
C EARLY ARRIVALS
Competitors arriving early are advised that support from the organizers can be provided from 8th January 2012 and must be arranged in advance.
D VENUE & PREVAILING CONDITIONS
Conditions to be expected – winds North to North-East, average maximum speed of 6 to 25 knots; water temperature 28°C; air temperature – 26°C to 32°C
