Singapore Open Windsurfing Championship

Singapore, 14-16 January '11
1. RULES
1.1 The event will be governed by the rules as defined in The Racing Rules of Sailing – Windsurfing Competition Rules.
1.2 The Class Rules of the participating classes.
1.3 No national prescriptions will apply.
1.4 If there is conflict between the Notice of Race and the Sailing Instructions (SI’s), the SI’s will take precedence.
1.5 If there is a conflict between languages the English text will take precedence.

2. ADVERTISING
Boards may be required to display advertising chosen and supplied by the organizing authority. ISAF Regulation 20 ‘Advertising Code’ shall apply.

3. CLASSES AND DIVISIONS
3.1 The participating classes and divisions shall be:
3.1.1 Raceboard Class – Men, Women, & Masters.
3.1.2 Formula Windsurfing – Men, Women, & Masters.
3.1.3 Funboard Class – Men and Women, & Masters.
3.2 Age Divisions:
3.2.1 A Master shall be over the age of 35 (men born 1975 or earlier) or 30 (women born 1980 or earlier).
3.3 A minimum of 3 competitors is required to constitute a division.

4. ELIGIBILITY AND ENTRY
4.1 All entries shall meet the requirements of ISAF Regulation 19‐Eligibility Code.
4.2 Competitors shall be members of a National Class Association which is a paid up member of the relevant international class association, or of the IWA. Membership formalities can be completed on site.
4.3 Eligible competitors may enter by completing the attached form and sending it, with the entry fee, to: Windsurfing Association Singapore, c/o Constant Wind Pte Ltd, 11 Changi Coast Walk, Singapore, 499740 by 30th November 2010.
The ollowing shall be presented upon registration:
• Original Entry Form
• Evidence of valid third party insurance
• Proof of age
• Parental/legal Guardian Assent for those under age of 18
• Medical Treatment Permission ‐ for those under age of 18 or on their parents medical insurance policy
4.4 Coaches and team support personnel may enter by completing the attached form and sending it to: Windsurfing Association Singapore, c/o Constant Wind Pte Ltd, 11 Changi Coast Walk, Singapore, 499740.
The following shall be presented upon registration:
• Original Coach Entry Form
• Boat Driving Licence (if applicable)
• Evidence of valid third party insurance

5. FEES
5.1 The required entry fee for all competitors is 70 S$ (FW and Raceboard) & 60 S$ for Funboard Slalom.
5.2 Entry fees sent with the entry form shall be paid by cheque.
5.3 A late entry fee of 30S$ may be charged for entries received after 30th November 2010.
5.4 Entry fees paid at registration shall be paid in cash ‐ S$

6. RACE FORMAT
6.1 Each event in the Open Championship shall be a single discipline, racing, “open entry” event; course racing for FW & Raceboard, slalom for IFCA Funboard.
6.2 Men and women, boys and girls, may race together.
6.3 Classes shall have separate starts.
6.4 Classes shall race a maximum 4 races per day, in a maximum 8 race series.

7. SCHEDULE
7.1
Wednesday 12 Jan Early arrivals & training
Thursday 13 Jan Early arrivals & training
Friday 14 Jan 1200- 1700 Registration
Saturday 15 Jan
1000 Skippers Meeting – FW, Raceboard & Slalom
1100 Racing

Sunday 16 Jan
1000 Racing
1630 Last possible warning signal
1900 Prize giving and dinner

7.2 The first possible warning signal will be made each day at 1100hrs, except the last day when the warning signal will be displayed at 1000hrs.

8. EQUIPMENT & EQUIPMENT INSPECTION
8.1 An Equipment Registration Form, which will be available at registration, shall be returned to the Event Equipment Inspector before the start of competition.
8.2 Equipment inspections may be made at any time during the event.
8.3 Unless otherwise directed by the organizing authority, boards and equipment shall be stored, launched and retrieved from the designated area at the event site.

9.SAILING INSTRUCTIONS
The sailing instructions (SI’s) will be available upon registration. Any changes to the SI’s shall be approved by the Class Representative at the event.

10.COURSES
Courses will be as described in the sailing instructions.

11. PROTEST COMMITTEE
An ‘Independent Protest Committee’ will be appointed according to WCR 91(a).

12. SCORING
12.1 Scoring will be according to the WCR Appendix A, and using the Low Points Scoring System.
12.2 FW Discards – This changes WCR Appendix A.
12.2.1 When fewer than 4 races have been completed, a board’s series score shall be the total of her race scores.
12.2.2 When 4 to 6 races have been completed, a board’s series score shall be the total of her race scores excluding her worst score.
12.2.3 When 7 or 8 races have been completed, a board’s series score shall be the total of her race scores excluding her two worst scores.

13. SUPPORT BOATS
Support boats shall be registered at the race office. Limited charter may be available and may be applied for using the coach entry form.

14. SAFETY
14.1 Every competitor and support boat crewmember shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402‐5 (level 50), or as specified in the SI’s.

15. PRIZES
15.1 Prizes will be awarded to the first three (five) competitors of each properly constituted class /division. Properly constituted divisions will be posted on the official notice board after the completion of the registration.

16. OFFICIAL CEREMONIES
Competitors are requested to attend the event’s social functions; however, the organising authority may refuse entry to those whose standard of attire is not commensurate with the occasion.

17. DISCLAIMER OF LIABILITY
Competitors participate in the event entirely at their own risk, see WCR 4 ‐ Decision to Race. The organising authority or any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the event.

18. INSURANCE
Each participating board shall be insured with adequate, and valid, third party liability insurance.

19. RIGHT TO USE NAME AND LIKENESS
In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Event as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

I think it is too late to call a Europeans in 2010.
