1. EVENT
1.1 The WIND BRASIL FORTALEZA 2010 – Formula Windsurfing Grand Prix World Tour will be held from Monday 25th October to Sunday 31st October 2010.
1.2 The event gives points for the annual World Ranking list of the International Formula Windsurfing Class. The Grand Prix is a Top Level (1) World Ranking event. The first marks the end of the 2010 Grand Prix World Tour.

2. ORGANISER
2.1 The event will be organised by Arrow Marketing and the Associacao Brasileira de Windsurf (ABWS) for and on behalf of, and under specified conditions laid down by, the International Formula Windsurfing Class (IFWC), in co-operation with the International Windsurfing Association (IWA) and the Confederacao Brasileira de Vela e Motor (CBVM).
2.2 The event is supported by MinistĂŠrio do Turismo do Brasil and sponsored by Governo do CearĂĄ e Prefeitura de Fortaleza.

3. VENUE
3.1 The racing will take place on the waters in front of the beach of Marina Park Hotel, in Fortaleza, which is the capital of the CearĂĄ state. It is located on northeast of Brazil, on the coast of the Atlantic Ocean.
3.2 The International Airport is located 15 km from the event site.
3.3 Conditions to be expected – winds 12-25 knots; water temperature 28°C; air temperature 28°C.

4. RULES
4.1 This is an IWA sanctioned event governed by:
4.1.1 The ISAF Racing Rules of Sailing – Windsurfing Competition Rules (WCR);
4.1.2 The Class Rules, the Grand Prix General Rules and the relevant Championship Rules;
4.1.3 No National Authority prescriptions will apply.
4.2 If there is a conflict between the Notice of Race and the Sailing Instructions (SI’s), the SI’s shall take precedence.
4.3 If there is a conflict between languages the English text will take precedence.

5. ADVERTISING
5.1 ISAF Regulation 20 - Advertising Code - shall apply.
5.2 Competitors may be required to carry advertising for event sponsors – both on their sails, and on a lycra vest if supplied by the organiser.
5.3 Event branding shall be worn at all times when afloat, and as requested by the organisers -during media interviews and during the prize giving.

6. ELIGIBILITY & ENTRY
6.1 All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
6.2 Competitors shall be members of a National Formula Windsurfing Class Association, or of the IFWC. National Associations shall be paid up members of the IFWC.
6.3 Membership formalities can be completed on site.

6.4 Competitors shall provide the following documentation prior to completing registration formalities on site:
- Original Entry Form (Form 1)
- Proof of Entry Fee payment
- Evidence of valid third party insurance
- Proof of age
- Parental/legal Guardian Assent (Form 2) - for those under age of 18
- Medical Treatment Permission (Form 3) - for those under age of 18 or on their parents medical insurance policy
6.5 Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:
- Original Coach Entry Form (Form 4)
- Proof of Coach Entry Fee payment
- Boat Driving Licence (if applicable)
- Evidence of valid third party insurance

7. FEES
7.1 The Entry Fee is as follows: 100 euro (Youth 90 euro)
7.2 The Coach Entry Fee is 20 euro for coaches and other team personnel.

7.4 Entries made on site shall be made in cash only - US$ or Reais R$

8. RACING FORMAT, CLASSES & DIVISIONS
8.1 WIND BRASIL FORTALEZA GRAND PRIX (WBFGP)
8.1.1 The Event shall be a single discipline, course racing, “open entry” event for men and women.
8.1.2 There may be separate prizes for Youth, Master, and Lightweight Men’s divisions.
8.1.3 Men and women may race separately, depending on entry numbers.
8.2 AGE DIVISIONS
8.2.1 A competitor must have reached the minimum age limit, in the relevant division, by Dec. 31st 2009.
8.2.2 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2010.
8.2.3 A Youth (D) shall be under the age of 20. (Born in or after 1991 and not later than 1997)
8.2.4 A Master (F) is a man who has reached the age of 35 (1974>) or for a woman, 30 (1979>).

9. SCHEDULE

9.2 The scheduled time of the warning signal for the first race each day is 12.00hrs.
9.3 The warning signal for the last race of each day shall not be made within 1 hour of the official sunset time.
9.4 Arrival & Training. Competitors arriving early are advised to contact the organizers.

10. EQUIPMENT & EQUIPMENT INSPECTION
10.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to its Class Rules, and an Equipment Inspection Form is returned to the Event Equipment Inspector before the start of competition.
10.2 Equipment checks may be made throughout the event.
10.3 Competitors shall bring their own equipment.

11. SAILING INSTRUCTIONS
11.1 The 'Event SIs' will be available at registration, as will the Event Programme scheduling social events.
11.2 Alterations to the SIs shall be approved by the Class Representative.

12. COURSES
12.1 Courses shall be as prescribed in the Sailing Instructions.

13. INTERNATIONAL JURY
13.1 An International Jury may be appointed in accordance with the RRS Appendix N.
13.2 Their decisions will be final and cannot be appealed, as specified in RRS 70.5.

14. SCORING
14.1 Scoring will be in accordance with WCR Appendix A, as amended by the IFWC Championship Rules, and using the “Low Points Scoring System.”

15. SUPPORT BOATS
15.1 Coach/support boats – complete Form 5.

16. STORAGE OF EQUIPMENT
16.1 On completion of registration and continuing until the end of the event, when ashore (other than when launching and retrieving), all equipment shall be kept in their assigned places at event site. Access to equipment in the storage area during certain hours, including hours of darkness may be restricted.
16.2 Unless otherwise directed by the organiser, all competing boards and equipment shall be launched and retrieved from the designated area at the event site.

17. MEDALS AND PRIZES
17.1 Medals or trophies shall be awarded to the first three competitors in each Division depending on entry numbers.
17.2 There shall be a prize fund of R$ 54.000,00 Reais (about U$ 30,000), net of taxes, to be distributed according to the IFWC Championship Rules.

18. BUOYANCY
18.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear, above the waist, a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50).

19. DISCLAIMER OF LIABILITY
19.1 Competitors take part in all races at their own risk. The organiser, IWA, IFWC, CBVM or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
19.2 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

20. INSURANCE
20.1 Competitors shall possess valid third party liability insurance.

21. TELEVISION AND MEDIA
21.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

22. OFFICIAL CEREMONIES
22.1 Attendance at the Opening Ceremony and Prize Giving is mandatory.
22.2 The organiser reserves the right to refuse entry to those whose standard of attire is not commensurate with the occasion.
