2010 Formula Windsurfing European Festival

Italy, Cagliari, 05-10 July '10
1. EVENT
1.1 The 2010 Cagliari Formula Windsurfing European Festival will be held from Monday 5th July to Saturday 10th July 2010.
1.2 The Festival includes the European Championships for Formula Windsurfing Youth, Formula Windsurfing Master, and Formula Experience. The Festival also includes an international event for the senior division in Formula Windsurfing.

2. ORGANISER
2.1 The Championships will be organised by the Windsurfing Club Cagliari for and on behalf of, and under specified conditions laid down by, the International Formula Windsurfing Class (IFWC) and the Formula Experience Class (FEC), in co-operation with the International Windsurfing Association (IWA), the Associazione Italiana Classi Windsurf (AICW) and the Italian Sailing Federation (FIV).
2.2 The event is organised in conjunction with, and sponsored by, Regione SARDEGNA and Città di Cagliari.

3. VENUE
3.1 The event will be based at the Windsurfing Club Cagliari, in Cagliari Gulf, in front of the Poetto Beach.
3.2 Cagliari is the largest town of Sardinia and is located in the south of the island.
3.3 Conditions to be expected: sunny; winds NW kts 20/22 - S/SE kts 12/14; water temperature 23 ºc; air temperature 27 ºc.

4. RULES
4.1 This is an IWA sanctioned event governed by:
4.1.1 The ISAF Racing Rules of Sailing – Windsurfing Competition Rules (WCR);
4.1.2 The relevant Class Rules and the Championship Rules;
4.1.3 No National Authority prescriptions will apply.
4.2 If there is a conflict between languages the English text will take precedence.

5. ADVERTISING
5.1 ISAF Regulation 20 - Advertising Code- shall apply.
5.2 Competitors may be required to carry advertising for event sponsors – both on their sails, and on a lycra vest if supplied by the organiser.

6. ELIGIBILITY & ENTRY
6.1 All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
6.2 Competitors shall be members of the relevant National Class Association, and National Associations shall be paid up members of the IFWC and/or the FEC. Where no recognised national class association exists competitors shall be members of the IFWC or FEC.
6.3 Membership formalities can be completed on site.

6.5 Competitors shall provide the following documentation prior to completing registration formalities on site:
- Original Entry Form (Form 1)
- Proof of Entry Fee payment
- Evidence of valid third party insurance
- Proof of age
- Parental/legal Guardian Assent (Form 2) - for those under age of 18

6.6Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:
- Original Coach Entry Form (Form 4)
- Proof of Coach Entry Fee payment
- Boat Driving Licence (if applicable)
- Evidence of valid third party insurance

7. FEES
7.1 The Entry Fee is as follows: Junior (120 euro), Youth (150 euro), Senior & Master (180 euro).
7.2 Entry Fees paid by June 15th 2010 shall receive a 20 euro discount. Late entries may incur a 20 euro surcharge.
7.3 The Coach Entry Fee is 50 euro for coaches and other team personnel.

7.5 Entries made on site shall be made in cash only (euros).

8. RACING FORMAT, CLASSES & DIVISIONS
8.1 GENERAL
8.1.1 These Championships are single discipline (racing) “open entry” events.
8.1.2 Girls/women may race separately from boys/men depending upon entry numbers.
8.1.3 A minimum of 5 entries is required to constitute a division or sub-division.
8.1.4 A minimum of 3 races shall be completed by a class or division to validate a championship or event for that class or division.
8.2 FORMULA EXPERIENCE EUROPEAN CHAMPIONSHIP (FEEC)
8.2.1 This championship shall be for men and women.
8.2.2 There may be prizes for competitors in all age division, and Light and Heavy weight divisions.
8.3 FORMULA WINDSURFING YOUTH EUROPEAN CHAMPIONSHIP (FWYEC)
8.3.1 This championship shall be for men and women of division D.
8.3.2 There may be separate prizes for Junior competitors using maximum sail of 10.0 sq.m.
8.4 FORMULA WINDSURFING MASTERS EUROPEAN CHAMPIONSHIP (FWMEC)
8.4.1 This championship is for men and women of division F.
8.4.2 There may be separate prizes for competitors in division G.
8.5 FORMULA SENIOR CHAMPIONSHIPS (FSC)
8.5.1 This championship is for men and women of division E.
8.5.2 There may be separate prizes for women and lightweight men.
8.6 AGE DIVISIONS
8.6.1 A competitor must have reached the minimum age limit, in the relevant division, by Dec. 31st 2009.
8.6.2 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st 2010.
8.6.3 A Junior (C) shall be under the age of 17. (Born in or after 1994)
8.6.4 A Youth (D) shall be under the age of 20. (Born in or after 1991)
8.6.5 A Senior (E) is a man who has reached the age of 20 but is less than 35, or a woman who has reached the age of 20 but is less than 30.
8.6.6 A Master (F) is a man who has reached the age of 35 (1974>) or for a woman, 30 (1979>).
8.6.7 A Grand Master (G) is a man who has reached the age of 45 (1964>) of for a woman, 40 (1969>).

9.2 The scheduled time of the warning signal for the first race each day is 11.00hrs.
9.3 The warning signal for the last race of each day shall not be after 19.00hrs.

10. EQUIPMENT & EQUIPMENT INSPECTION
10.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to its Class Rules, and an Equipment Inspection Form is returned to the Event Equipment Inspector before the start of competition.
10.2 Equipment checks may be made throughout the event.
10.3 Competitors shall bring their own equipment. A limited amount of charter equipment may be available, contact IWA office for details.

11. SAILING INSTRUCTIONS
11.1 The 'Championship SIs' will be available at registration, as will the Event Programme scheduling social events.
11.2 Alterations to the SIs shall be approved by the Class Representative.

12. COURSES
12.1 Courses shall be as prescribed in the Championship Rules or in the Sailing Instructions.

13. INTERNATIONAL JURY
13.1 An International Jury will be appointed in accordance with the RRS Appendix N.
13.2 Their decisions will be final and cannot be appealed, as specified in RRS 70.5.

14. SCORING
14.1 Scoring will be in accordance with WCR Appendix A, as amended by the Championship Rules.

15. SUPPORT BOATS
15.1 Coach boats will be available for charter on a first come, first served, basis. Apply to the organisers for details of
cost and availability. Applications should be made by June 15th 2009 using Form 5.
15.2 Support boats shall clearly display their national 3 letter country code in black on a white background, either on a flag of a minimum of 50cm x 40cm in size or on the cover of their outboard engine.

16. STORAGE OF EQUIPMENT
16.1 On completion of registration and continuing until the end of the regatta, when ashore (other than when launching and retrieving), all equipment shall be kept in their assigned places. Removal of any equipment from the regatta site may require prior written approval from the race committee. Access to equipment in the storage area during certain hours, including hours of darkness may be restricted.
16.2 Unless otherwise directed by the LOA, all competing boards and equipment shall be launched and retrieved from the designated area specified in SI’s and on the club website: http://windsurfingclubcagliari.blog.tiscali.it/

17. MEDALS AND PRIZES
17.1 Medals or trophies shall be awarded to the first three competitors in each Division depending on entry numbers. Categories to be awarded in each properly constituted division will be posted on the official notice board after the close of registration.
17.2 The first man or woman in FWYEC shall be known as the Formula Windsurfing Youth European Champion.
17.3 The first man or woman in FWMEC shall be known as the Formula Windsurfing Masters European Champion.
17.4 The first man or woman in the FEEC shall be known as the Formula Experience European Champion.

18. BUOYANCY
18.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (Level 50). Alternative or additional standards may be prescribed in the SI’s.
18.2 Personal buoyancy is mandatory for all competitors under 17 years of age.

19. DISCLAIMER OF LIABILITY
19.1 Competitors take part in all races at their own risk. The organiser, IWA, IFWC, FEC, AICW and FIV or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
19.2 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.

20. INSURANCE
20.1 Competitors shall possess valid third party liability insurance with a minimum cover of 1 million Euro.

20.2 Coach and support boat drivers shall also have a valid third party liability insurance with a minimum cover of 5 million Euro.

21. TELEVISION AND MEDIA
21.1
In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

22. OFFICIAL CEREMONIES
22.1 Attendance at the Opening Ceremony, Prize Giving and Closing Ceremony is mandatory.
22.2 The organiser reserves the right to refuse entry to those whose standard of attire is not commensurate with the occasion.

23. FURTHER INFORMATION
Transfers can be arranged from Cagliari and Alghero airports to the event site. For details and cost please contact the organiser by completing and forwarding Form 7.
Camper vans can be parked at the club, but space must be booked in advance by using Form 6.
