I am pleased to report a successful year of activity within the Formula Class . Membership of the Formula Class has increased to nearly 40 countries from 5 continents. Activity within most ,if not all NWA has increased ,where formula racing constitutes the main fleet. Greatest increases have ocurred in countries such as –Baltic and Balkan states in Europe ; both East and West AUS ; South America (eg over 100 fw racers at Brazilian National championships ). Regional series have helped to develop racing within many areas –eg in Europe :Baltic Cup and Formula Super Cup (AUT ,HUN ,CRO,CZE). Continental tours are developing in SA and Oceania ; whereas the European tour has shifted focus away from Euro Cup(only 3 in 2004) towards the PWA Tour , who offerred 4 (3 successful ) formula racing events .
Five Continental Championships were planned (Oceanic-Melbourne ; NA –Florida, Euros –Torbole (biggest entry ever for any FW event over 160 competitors)SA –Columbia ) –only one cancelled : Asian –Taiwan . Formula Worlds –Leba ,POL ; and Formula Festival inc.Youth Worlds ( following JYM format ) –Dranske ,GER. The Formula AGM was held at the Worlds –After 2 years a new committee was elected and I was elected Chairman for a further 2 years . The outgoing committee had achieved most of the objectives set by the previous AGM –leaving only a constitutional revue to be taken up by the new committee .
The Class Championship Rules were put into practice for the first time –and despite some misgivings at the outset were well received , but will have some minor ammendments applied . The Qualification System put into place for 2004 world championships has been reviewed – and the Formula World Ranking System to be introduced in 2005 will be integrated into the revised QS ; along with applying QS to Europeans .
The thorough revue of the Class Rules was undertaken throughout the year and ,with the assistance of Sebastian Edmonds at ISAF, the CR rewritten in the new standard class rule format( SCR) –applying the ERS 2005/2008. These were approved by the AGM and submitted to ISAF Conference . Youth and Junior Policy amended in 2003 seemed to find favour with NWA (and especially sailors)-further amended in 2004 by increasing max . sail size for juniors to 10sm and allowing 3 fins . Frustration Experience Award of the Year(from choice of 2) goes to PWA and Industry /Media followers continueing to “muddy the waters” by claiming racing world championship in Formula .
Heading towards 2005 the aims of the Class include : to establish racing in the African continent , with perhaps an open event in either South Africa or Egypt ; increase the number and skills of Measurers and add Measurement Instructions to Class Rules ; encourage more “international” race officers and “windsurf” orientated IJ’s .
International Calendar –the 2005 Class Championships have been finalised , with the exception of Asian championships ; it is a priority to establish the international calendar earlier than in the past , to assist the NWA in planning their calendars ,particularly National Championships . Finally ,the Class can look forward to the introduction of RRS 2005/2008 –one set of rules for all windsurfing classes ; and the acceptance of u15 Windsurfing Class from which we can all benefit .
