IFWC AGM SUMMARY
Rugen Island/Steigenberger, 03 October '04


Here are the main points from the annual general meeting :
- 26 delegate and committee votes were assembled with (20) observers for the 2003 meeting.
- Gonzalo Costa Hoeval (ARG) -co- opted by the Committee-approved by AGM.
- Youth and Junior Policy approved - with following amendments :

- YOUTH sailors shall use any board from the FW annual list ;
- JUNIOR sailors shall use any board from the "previous" years FW list .
- Therefore in 2004 Youth can use any board from the Fw list published at January 1st 2004 ;
- Junior can use any board from the 2003 FW list .
- YOUTH sailors age group changed to UNDER 20 years of age (as at 31 st December in the year of competition .)
- ESPOIR category is DELETED . JUNIOR stays at under 17 years of age.
- ADDITIONAL RESTRICTIONS that shall apply to FW Youth (and junior ) Worlds : Youth and junior restricted to 3 sails and 2 fins .


- CHAMPIONSHIP RULES - the following Rules will apply from 2004 :

1) Entry to World and Continental Championships shall be limited to 120 MEN and 60 WOMEN.
2) Entry to Worlds ,for MEN , shall be via the QUALIFICATION SYSTEM of events that shall include Class Championships and sanctioned "GRAND PRIX" events . National (FW) Windsurfing Associations (NWA) shall be allocated ONE place by right to the Class World Championships .
3) Entry to Europeans , for MEN , shall be via a Qualification System of events ,that may include events that form part of Continental Tours . NWA shall be allocated TWO places by right to the Championships .
4) Class Championships shall be conducted with the following Rules :

- Maximum of 15 races for the Championship; maximum of 4 races per day; minimum of 3 races for a Valid Championship (ie TITLES )

- For MEN the regatta shall be conducted as a "Qualification Series " of 8 (EIGHT ) races; and a "Final Series" of 7 (SEVEN ) - max. races .

- For the purpose of the "qualification Series" the entry shall be split into TWO fleets , the initial split being based upon an FW RANKING . For the Final Series sailors will compete in GOLD Fleet for Titles /Prize money ; and SILVER Fleet for prizes .
