The Windsurfing Euro-Cup

1.1 The Windsurfing Euro-Cup Portimăo [Portugal] will take place from Wednesday, May 04th, to Sunday May 08th 2005.
1.2 The Windsurfing Euro-Cup Portimăo [Portugal] is sanctioned by the ISAF, IWA, IFWC and IFCA. The competitors get points for the official Windsurfing Euro-Cup ranking list.

2.1 The Windsurfing Euro-Cup Portimăo [Portugal] is organized by Overpower Club as the LOA -
2.2 The regatta is organized in cooperation with the support of the Choppy Water Eventmanagement GmbH, and with the supervision of the International Windsurfing Association [IWA] and International Sailing Federation [ISAF].

3.1 The event will be based in Portimăo – Marina de Portimăo - Praia da Rocha, which is located in Algarve. Portimăo is 63 km from Faro [the closest international airport]. Portimăo offers excellent conditions for practising all types of nautical sports.
3.2 The priviliged weather, the warm water, the white and soft sand, which contrast with the blue of the ocean and the red colour of the cliffs, make the beaches in Portimăo important spots of attraction. Praia da Rocha is one of the most well known beaches in Europe and its average water temperature is of 22 Celsius degrees.
3.3 The competition area will be the Atlantic Ocean.
3.4 Average temperature 30 Celsius degrees.

4.1 The regatta is an ISAF, IWA, IFWC and IFCA sanctioned event governed by:
4.1.1 The General Rules for the Windsurfing Euro-Cup 2005
4.1.2 The ISAF Racing Rules of Sailing 2005-2008 [RRS]
4.1.3 The IFWC & IFCA Class Rules
4.1.4 The Notice of Race and Sailing Instructions

5.1 Eligibility
5.1.1 All entries shall meet the requirements of the ISAF RRS, ISAF Eligibility Code.
5.1.2 Competitors shall possess valid third party liability insurance.
5.1.3 Competitors shall be a member of a National FW Assoc. or of the IFWC. National Associations shall be paid up members of the IWA, which is empowered by the class to collect any fees due.
5.2 The Windsurfing Euro-Cup Portimăo [Portugal] is a two discipline Racing [Formula Windsurfing] and Slalom [IFCA] regatta.
5.3 The regatta is equipped with prize money [EUR 20.000,00 net of taxes]. With a 50:50 split between both disciplines. The regatta will give points to the annual ranking lists of the Windsurfing Euro-Cup.
5.4 The race committee will decide if the conditions are suitable for official competitions and which discipline will be run. This decision shall not be protested.

6.1 The regatta is a two discipline “open entry” event for male & female competitors.
6.2 Women and men should race separately.
6.3 There will be two fleets, women and men.
6.4 The divisions [Youth [U20], Junior [U17], Masters, Grand Masters etc.] shall race in the men’s fleet.
6.5 There may be separate prizes or trophies for Youth [U20], Junior [U17], Masters, Grand Masters divisions. The position of the competitor within the division will be calculated from his/her position in the fleet results. No separate division scoring will be applied.

7.1 Fleet [Gender]:
7.1.1 Women – female competitors
7.1.2 Men – male competitors
7.2 Divisions [Age]:
7.2.1 A Junior [U17] shall be under the age of 17; [2005: born in or after 1989].
7.2.2 A Youth [U20] shall be under the age of 20; [2005: born in or after 1986].
7.2.3 A Master is a competitor who has reached the age of 35 [2005: 1969>] or for a woman, 30 [2005: 1974>].
7.2.4 A Grand Master is a competitor who has reached the age of 45[2005: 1959>] or for a woman, 30 [2005: 1964>].
7.2.5 A competitor must have reached the minimum age limit, in the relevant division, by Dec 31st. in the year preceding the date of competition.
7.2.6 A competitor must not be older than the maximum age limit, in the relevant division, by Dec 31st of the year of competition.
7.2.7 A minimum of 5 entries is required to constitute a 'fleet' or a division within a fleet.

8.1 All competitors may bring their own equipment.
8.2 The equipment has to conform to the Class Rules and the General Rules for the Windsurfing Euro-Cup 2005.

9.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to the Class Rules and the General Rules for the Windsurfing Euro-Cup 2005.
9.2 Measurement and equipment checks may be made throughout the event.

10.1 National letters & sail numbers shall be black in colour; placed immediately above the event advertising; and positioned according to ISAF RRS. The font shall either be Helvetica or Arial Black.
10.2 Letters and numbers are required on both sides of the sails.

11.1 If personal buoyancy is prescribed, each competitor shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg, un-inflated, in fresh water.
11.1 The buoyancy shall be tested with a metal weight of 4kg which shall remain supported for a minimum of 5 minutes.

12.1 Competitors take part in all races at their own risk.
12.2 The LOA, Choppy Water Eventmanagement GmbH, ISAF, IWA, IFWC, IFCA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
12.3 Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk.
12.4 Competitors shall possess valid third party liability insurance covering personal injury or equipment damage and carry evidence of such.

13.1 The course[s] shall be published on the ONB at least 30 minutes before the start of a competition.
14.1 The ISAF RRS A, Scoring [with 0.7 points for the first place] low points scoring system will apply.
14.2 Ties will be broken according to ISAF RRS B8.8, Series Ties.

15.1 An independent protest committee will handle the protests
15.2 If an International Jury will be appointed in accordance with the ISAF RRS their decisions will be final and cannot be appealed.
16.1 The 'SIs' will be available at registration as will the event programme scheduling social events.

17.1 Coaches are required to register in advance
17.2 Coach boats may support competitors. If you propose to bring your own, please advise the local organisers in advance.
17.3 Coaches shall wear buoyancy aids when the "Y" flag is flown.

18.1 Schedule:
Wednesday, May 04th : Arrival, rigging, inscription/registration [approx. 09:00 - 17:00]; Training; Press Conference [18:00].
Thursday, May 05th : Late inscription/registration [until 11:00]; Skippers meeting [11:30], Competition [First possible start 12:00].
Friday, May 06th : Skippers meeting [10:00]; Competition [First possible start 11:00].
Saturday, May 07th : Skippers meeting [10:00]; Competition [First possible start 11:00].
Sunday, May 08th : Skippers meeting [10:00]; Competition [First possible start 11:00]; Prize giving; Closing Ceremony[18:00]; Derigging, Departure.

18.2 At the discretion of the Organizing Committee, the program could be changed. The warning time of the race and the time of the skippers meeting will be written as an Official Notice which will be posted on the ONB until 19:00 of the previous day. If not so, the starting time of this program will apply.
18.3 The participation in the closing party/prize giving is obligatory for all competitors. Competitors who win prize money and don’t come to the prize giving will loose their prize money.

19.1 The competitors get a lunch each day. Entrance to the event parties is free for all competitors.
19.2 The successful competitors will win Trophies. The following medals or trophies shall be awarded in each discipline at the prize giving:

.. 3rd place Men .. 1st place Junior [U17]
.. 1st place Master [over 35]

19.3 The competitors get points for the official Windsurfing Euro-Cup ranking list according to the General Rules for the Windsurfing Euro-Cup 2005.
19.4 In addition there is a prize money fund of EUR 20.000,00 [net of taxes] that will be divided according to the General Rules for the Windsurfing Euro-Cup 2005.

20.1 Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.

21.1 In registering for the event, competitors automatically grant to the Organizing Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the Windsurfing Euro-Cup as defined in the Notice of Race and Sailing Instruction in which he/she participates without compensation.

22.1 During racing, competitors may be required by the organizers to wear bibs/vests carrying the event sponsors' branding and sail stickers above the boom.
22.2 Prior to arrival on site, competitors wishing to apply their own sponsor's branding to their sails below the boom are advised to seek 'brand approval' from the organizer to ensure that there is no conflict with event sponsors. The decision of the organizer will be final.
22.3 Organizers sail stickers are mandatory.

23.1 There can be official events where 'smart casual' clothes will be required. The organisers reserve the right to refuse entry to any person to such events if, in their opinion, the competitor's standard of attire is not commensurate with the occasion.

24.1 The Recommended Hotel of the Event is the Hotel Tivoli Arade, a 4 Star Hotel located in the Portimăo Marina, in which Beach the competition will take place. This Hotel will have special prices for the competitors and it’s about a 2 minutes walk away from the event’s site.

24.2 Camping and caravanning are free of charge for the competitors at a Parking Lot for the Competition. At the beach, there will be a shower and a hose to wash the equipments and WC near the Competition Area.
24.3 In the Event’s Web Page are listed other hotels in the Portimăo Area.

25.1 Overpower Club will ensure for all participants the following services: Information about accommodation, transport and rent a car.

26.1 Competitors should pre-register through the Windsurfing Office by mailing or faxing the official pre registration form to the pre-registration address or by using the online pre-registration form on the Windsurfing Euro-Cup website

26.3 Competitors who pre-register after the entry date [April 20th 2005] must pay a late entry fee [50%]. On site entries are possible if the maximum number of starting slots is not exceeded. On site entries will be treated as late entries.
26.4 All entries shall meet the requirements of ISAF RRS and be a member of either a National Class Associations in good standing with the international class concerned or be a member of that international class.
26.5 The maximum number of starting slots is limited to 80 competitors per fleet. So everybody is advised to apply in time for an entry in order to get a safe starting slot.
26.6 Entries will be accepted on a first come first served basis. Competitors will be promptly advised by the Windsurfing Office if his/her entry has been refused.
26.7 Competitors who register for an event and don’t compete in it without an excuse acceptable to the Windsurfing Office shall pay a fee of Euro 100,0 - before being allowed to enter another Windsurfing Euro-Cup event.
26.8 The entry fee for the Windsurfing Euro-Cup Portimăo, Portugal is EUR 75,0.
26.9 Youth competitors get a 50% discount and pay EUR 37,50.
26.10 Each competitor shall personally register and sign the registration form and pay the entry fee at the Regatta Office before 11:00 on May 04th 2005.
