The 2008 Allegro Formula Windsurfing European Championships

1. EVENT
1.1 The 2008 ALLEGRO FORMULA WINDSURFING EUROPEAN CHAMPIONSHIPS will be held from Tuesday July 29th to Sunday August 3rd 2008 in Leba, Poland.
1.2 The Allegro Cup is a Formula Grand Prix and Grade 1 Formula Windsurfing World Ranking event. As a Qualification Regatta, in the Mens Division, for the 2008 Formula Windsurfing World Championships, a total of 5 qualification places are allocated to European competitors in these European Championships.

2. ORGANISER
2.1 The Championships will be organised by the Polish Windsurfing Association for and on behalf of, and under specified conditions laid down by the International Formula Windsurfing Class (IFWC), the International Windsurfing Association (IWA) and the International Sailing Federation (ISAF).
2.2 The event is organised in conjunction with, and sponsored by, QXL Poland (Allegro.pl), the City of Leba, Afekt Promotion and Easy Windsurfing.

3. VENUE
3.1 The event will be based on B Beach, Leba, the venue for many international events including World Championships and Euro Cups.
3.2 Leba is a small but very active town, between sea, two lakes and dunes. This is a place where many important events took place, with many historical remains. It is a well known tourist centre, in the middle polish coast, offering modern hotels and a gastronomic base; and for 15 years – a professional windsurfing centre. Good conditions for the windsurfing and a modern yachting port for 120 boats make Leba popular in the Baltic Sea.
3.3 Conditions to be expected - winds sideshore and side-onshore; water temperature 18.c; air temperature 25.c.

4. RULES
4.1 This is an ISAF sanctioned event governed by:
4.1.1 The 2005/2008 Racing Rules of Saling (RRS), and Appendix B – Windsurfing Competition Rules;
4.1.2 The IFWC Class Rules, Championship Rules, and Grand Prix Rules;
4.1.3 This Notice of Race (NoR) & the Sailing Instructions (SIs).
4.1.4 Alterations to the SIs must be approved by the Class’s Race Supervisor.
4.2 Competitors shall attend the opening & closing ceremonies, including the dinner and prize giving.
4.3 The IFWC is a category 'C' class as set out in ISAF Regulation 20 - Advertising Code.

5. ELIGIBILITY & DISCIPLINE
5.1 All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
5.2 A minimum of 3 races is required for a valid Championship.
5.3 Competitors shall possess valid third party liability insurance.
5.4
Competitors shall be a member of a National FW Association, or of the IFWC. National Associations shall be paid up members of the IWA, which is empowered by the class to collect any fees due.
5.5 Membership formalities can be completed on site.

6. CLASSES
6.1 Formula Windsurfing European Championship (FWEC)
6.1.1 The series shall be a single discipline 'Open Entry' event for men and women in Divisions A and B;
6.1.2 Women may race separately from the Men.
6.1.3 There shall be a maximum of 4 races per day. The maximum number of races in the series is 15.
6.2
Masters and Youth men shall race with Division A as a prize division.

7. DIVISIONS
7.1 Gender: Men (A); Women (B).
7.2 Age:
7.2.1 A youth shall be under the age of 20 (born in or after 1989 and not later than 1996)
7.2.2 A Master is a man who has reached the age of 35 (1972>) or a woman who has reached the age of 30 (1977>)
7.2.3 A competitor shall have reached the minimum age, in the relevant division, by Dec.31st 2007.
7.2.4 A competitor shall not be older than the maximum age limit, in the relevant division, by Dec 31st 2008.
7.3 Weight:
7.3.1 Lightweight - a sailor who weighs less than 75kg.
7.3.2 Heavyweight - a sailor who weighs more than 75kg.
7.4 A minimum of 5 entries is required to constitute a division within a fleet.

8. EQUIPMENT
8.1 All competitors shall bring their own equipment.

9. EQUIPMENT INSPECTION
9.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to the Class Rules.
9.2 The equipment inspectors will pay special attention to sail identification rule compliance.
9.3 Equipment checks may be made throughout the event.

10. SAIL INSIGNIAS
10.1 National letters & sail numbers shall be in a colour that contrasts strongly with the body of the sail; placed immediately above the event advertising; and positioned according to RRS App. G. Alternatively sail insignias may be placed back to back on a white background. All Sails shall otherwise comply with the national letter system according to the RRS 77 and App. G.

11. BUOYANCY
11.1 If personal buoyancy is prescribed, each competitor & support boat crewmember shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg uninflated, in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg., which shall remain supported for a minimum of 5 minutes.

12. LIABILITY
12.1 Competitors take part in all races at their own risk. The Organiser, IWA, IFWC or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk.

13. COURSES
13.1 Courses shall be as prescribed in the IFWC Championship Rules or in the Sailing Instructions.

14. SCORING
14.1 The RRS low points scoring system shall apply.

15. INTERNATIONAL JURY
15.1
An International Jury may be appointed in accordance with the RRS 70.4. Their decisions will be final and cannot be appealed.

16. SAILING INSTRUCTIONS (SI)/EVENT PROGRAMME
16.1 The 'Championship SIs' will be available at registration, as will the Event Programme scheduling social events.

17. COACHES
17.1 Coaches are required to register in advance by filling in FORM 4.
17.2 Coach boats may support competitors. If you propose to bring your own, please advise the local organisers in advance.
17.3 Coaches shall wear buoyancy aids when the "Y" flag is flown.

20.00 - Friday, AlleDJ Show with the best Polish and international DJ’s
20.00 - Saturday, Funky night with concert of KAYAH one of the best Polish singer

Sunday August 3rd
18.00 - Last possible start
20.00 - Prize giving ceremony on the main stage at B Beach concert of American - British group US3 prize giving party for competitors, officials, sponsors and organizers

Monday August 4th - Departure

19. MEDALS AND PRIZES
19.1 Medals or trophies may be awarded up to the first five competitors in the Championship, including Youth, Masters, & Lightweight, depending on entry numbers. Prize categories and the actual number of prizes to be awarded in each properly constituted division will be posted on the official notice board after the close of registration.
19.2 The first European man/ woman in the FWEC shall be known as the Formula European Champion.
19.3 These Championships carry a prize fund of 30,000 euro (net of taxes), which shall be divided according to Prize Money rules published on the formula website.

20. DRUG TESTING
20.1 Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.

21. TELEVISION AND MEDIA
21.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

22. BIBS/VESTS & COMPETITORS SAIL BRANDING.
22.1 During racing, competitors may be required by the organisers to wear bibs/vests carrying the event sponsors' branding; and carry the event sponsor's advertising on their sails. The maximum size of the event-advertising sticker is 700mmX1000mm. The stickers may not be cut or trimmed in any way.

23. DRESS CODE
23.1 Smart casual clothes shall be worn for the Opening Ceremony and Prize Giving Ceremony.
23.2 The organisers reserve the right to refuse entry to anyone whose standard of attire is not commensurate with the occasion.

24.2 Vehicles and camper vans may park free of charge at the event site.

25. AIR TRAVEL/TRANSPORTATION/TRANSFERS
25.1 A wide range of scheduled and charter flights are available from all over Europe.
25.2 The organisers will arrange transport to and from the Gdansk Lech Walesa Airport for equipment, competitors and support personnel at cost 50 EURO per person. The deadline for booking this service is July 15th. (Form 5)
25.3 Travel by car: Road no 6 – Gdansk – Szczecin, then road no 214 – Lebork – Leba.

26.2 Competitors will be required to produce the following prior to completing registration formalities on site:

  • Original Regatta Entry Form (Form 1)
  • Evidence of valid third party insurance
  • Parental/legal Guardian Assent (Form 2) - for those under age of 18
  • Medical Treatment Permission (Form 3) - for those under age of 18 or on their parents medical insurance policy
  • Original Bank Transfer/Draft details
  • Proof of age
  • Equipment Registration Form signed by the Official Inspector


27. ENTRIES & PAYMENT
27.1 The entry fees are as stated on the attached entry form (Form 1) and shall be paid at the time of entry by MasterCard, Visa Card or bank transfer only. The cut-off date for pre-entries is JULY 7th, 2008.
27.2 Competitors may enter in advance electronically through the IWA website at www.internationalwindsurfing.com or by faxing : +44 2392 468831 or mailing an official entry form (Form 1) with their entry fees. The Entry Forms may be downloaded from the Formula Class website (attached to this NOR).

Looks liek most of the flights in to this airport are Embraer 170 or similar small planes. I doubt they take fomula gear, is there a better choice of airports that fly in 737 or bigger jets and would transportation be available?
