2006 SOUTH-AMERICAN CONTINENTAL WINDSURFING CHAMPIONSHIP RSX - Formula Windsurfing - Race board Slalom & Freestyle.

Argentina, Puerto Madryn - Patagonia, 10-19 March '06
1. EVENT
1.1 the 2006 SOUTH-AMERICAN CONTINENTAL WINDSURFING CHAMPIONSHIP will be held from Friday March 10 to Sunday march19 in Puerto Madryn, Province of Chubut, Patagonia Argentina.
1.2 The Event is a Qualification Regatta, in the Men’s Division, for the 2006 Formula Windsurfing World Championships. A total of 5 qualification places are allocated to South Americans competitors in the South American Championships. The event is also a Level 1 Formula Windsurfing World Ranking event.

2. ORGANISER
2.1 The Championships will be organised by, the government of the province of Chubut, the club Nautico Puerto Madryn Authority and the Federacion Argentina de Yachting (MNA)) for and on behalf of, and under specified conditions laid down by, the IFWC , the IRCA , the RSX class , and the ISAF.
2.2 The event is sponsored by Ministry of sports &Tourism of the province of Chubut.

3. VENUE
3.1 The event will be based at the Puerto Madryn Beach,
3.2 Conditions to be expected - west and North/ side shore and side-onshore. From 10 to 40 nds.

4. RULES
4.1 This is an ISAF sanctioned event governed by:
4.1.1 The 2005/2008 ISAF Racing Rules of Sailing (RRS), and Appendix B - Windsurfing;
4.1.2 The IFWC, Race board, and RSX Class Rules & Championship, & de IFCA rules for Slalom & Freestyle.
4.1.3 This Notice of Race (NoR) & the Sailing Instructions (Sis).
4.1.4 Alterations to the Sis must be approved by the Class's Race Supervisor.
4.2 Competitors shall attend the opening & closing ceremonies, including the dinner and prize giving.
4.3 The IFWC is a category 'C class as set out in ISAF Regulation - Advertising Code.

5. ELIGIBILITY & DISCIPLINE
5.1 All entries shall meet the requirements of ISAF Regulation 19 – Eligibility Code.
5.2 A minimum of 3 races is required for a valid Championship.
5.3 Competitors shall posses valid third party liability insurance.
5.4 Race board & FW Competitors shall be a member of a National Association, or of the IWA. National Associations shall be paid up members of the IWA, which is empowered by the class to collect any fees due.
5.5 Membership formalities can be completed on site.

6. CLASSES
6.1 RSX; Formula Windsurfing, & Race board, Slalom , Freestyle
6.1.1 The series in FW, Race board & RSX shall be a single discipline 'Open Entry' event for men and women in Divisions A and B;
6.1.2 Masters, Grand Masters, & youth, shall race with Division A & B as sub categories of each class.
6.1.3 There shall be a maximum of 3 races per day for RSX & Raceboard and 4 Races per day for FW. The maximum number of races in the series is 16 for FW & 12 for Raceboard and 9 for RSX.
6.1.4 the number of slalom races & freestyle series will be consider by the Race officer.


7. DIVISIONS
7.1 Gender: Men (A); Women (B).
7.2 Age:
7.2.1 A youth shall be under the age of 18 (born in or before 1988).
7.2.2 A Master is a man who has reached the age of 35 (1971>) or a woman who has reached the age of 30 (1976>).
7.2.3 A Grand Master is a man who has reached the age of 45 (1961>) or a woman who has reached the age of 40 (1966>)
7.2.4 A competitor shall have reached the minimum age, in the relevant division, by March 3, 2006
7.2.5 A competitor shall not be older than the maximum age limit, in the relevant division, by Dec 31st 2006.
7.3 Weight:
7.3.1 Race board Lightweight - a sailor who weighs less than 75kg.
7.3.2 Race board Heavyweight - a sailor who weighs more than 70kg.
7.3.4 Slalom & Freestyle shall compete in divisions: Women & Men Pro, Amateur, Masters, Grand masters & Youth.
7.4 A minimum of 5 entries is required to constitute a division within a fleet.

8. EQUIPMENT
8.1 All competitors shall bring their own equipment.

9. MEASUREMENTS
9.1 It is the responsibility of each competitor to ensure that his/her board and equipment conforms to the Class Rules.
9.2 The measurer will pay special attention to sail identification rule compliance.
9.3 Equipment checks may be made throughout the event.

10. SAIL INSIGNIAS
10.1 For Slalom, Freestyle, FW & Raceboard National letters & sail numbers shall be in a colour that contrasts strongly with the body of the sail; placed immediately above the event advertising; and positioned according to RRS App. G.. All Sails shall otherwise comply with the national letter system according to the RRS 77 and App. G.
10.2 for RSX National letters & sail numbers shall be placed back to back on a white background.

11. BUOYANCY
11.1 If personal buoyancy is prescribed, each competitor & support boat crewmember shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg uninflated, in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg., which shall remain supported for a minimum of 5 minutes.

12. LIABILITY
12.1 Competitors take part in all races at their own risk. The LOA, SAWC or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk.
12.2 All competitors, officials and media will be required to sign a 'Port Police Waiver of Responsibility'.

13. COURSES
13.1 Courses shall be as prescribed in the SAWC Championship Rules or in the Sailing Instructions.

14. SCORING
14.1 The RRS low points scoring system shall apply.

15. INTERNATIONAL JURY
15.1 An International Jury will be appointed in accordance with the RRS 70.4. Their decisions will be final and cannot be appealed.

16. SAILING INSTRUCTIONS (SI)/EVENT PROGRAMME
16.1 The 'Championship Sis' will be available at registration, as will the Event Programme scheduling social events.

17. COACHES
17.1 Coaches are required to register in advance by filling in FORM 4.
17.2 Coach boats may support competitors. If you propose to bring your own, please advise the local organisers in advance.
17.3 Coaches shall wear buoyancy aids when the "Y" flag is flown.

19. MEDALS AND PRIZES
19.1 Medals or trophies may be awarded up to the first five competitors in the Championship, including Youth and
Masters, Light and Heavy, depending on entry numbers. Prize categories and the actual number of prizes to be
awarded in each properly constituted division will be posted on the official notice board after the close of
registration.
19.2 The first South American man/ woman in the SAWC shall be known as the South American Champion in each category & sub category..


20. DRUGTESTING
20.1 Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.


21. TELEVISION AND MEDIA
21.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.


22. BIBS/VESTS & COMPETITORS SAIL BRANDING.
22.1 During racing, competitors may be required by the organisers to wear bibs/vests carrying the event sponsors' branding; and carry the event sponsor's advertising on their sails. The maximum size of the event-advertising sticker is 5OOmmXlOOOmm. The stickers may not be cut or trimmed in any way.

23. DRESS CODE
23.1 Smart casual clothes shall be worn for the Opening Ceremony and Prize Giving Ceremony.
23.2 The organisers reserve the right to refuse entry to anyone whose standard of attire is not commensurate with the
occasion.

25. AIR TRAVEL/TRANSPORTATION/TRANSFERS
25.1 A wide range of scheduled and charter flights are available from all over the world to Buenos Aires.
25.2 Flights are direct from Bs. As. to Rawson (Chubut Capital 40 min from P. Madryn) and direct to P. Madryn. Every Day.
25.3 The LOA will arrange transport to and from the airport for equipment, competitors and support personnel.

26. REGISTRATION

26.2 Competitors will be required to produce the following prior to completing registration formalities on site:
- Original Regatta Entry Form (Form 1)
- Evidence of valid third party insurance
- Parental/legal Guardian Assent - for those underage of 18
- Medical Treatment Permission - for those under age of 18 or on their parents medical insurance policy
- Original Bank Transfer/Draft details
- Proof of age
- Equipment Registration Form signed by the Official Inspector


27. ENTRIES & PAYMENT
27.1 The entry fees are as stated on the attached entry form (Form 1) and shall be paid on site in cash in Euros , U$S or ARG pesos.
The entry fee registered in advance before February 1st. U$S 90,
Entry fee after February 1st will cost U$S 120.

I've heard that the Arg Airline went on strike, and sailors were delayed in getting there. There is a web site but I dont see any new information on it.
