2012 Formula Windsurfing Youth & Masters World Championships

Italy, Malcesine, Garda Lake, 28 August - 02 September '12

1 RULES
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing – Windsurfing Competition Rules (WCR).
1.2 The International Formula Windsurfing Class (IFWC) Championship Rules shall apply.
1.3 No national prescriptions will apply.
1.4 If there is a conflict between languages the English text will take precedence.

2 ADVERTISING
Sailors may be required to display advertising chosen and supplied by the organising authority. ISAF Regulation 20 ‘Advertising Code’ shall apply.

3 DIVISIONS
3.1 Gender Divisions: Men and Women.
3.2 Age Divisions:
3.2.1 A Junior shall be under the age of 17 (born in or after 1996).
3.2.2 A Youth shall be under the age of 20 (born in or after 1993).
3.2.3 A Senior shall be born in 1977 or later, but no later than 1992.
3.2.4 A Master shall be a man over the age of 35 (born 1976 or earlier) or a woman over the age of 30 (born 1981 or earlier).
3.2.5 A Grand Master shall be a man over the age of 45 (born 1966 or earlier) or a woman over the age of 40 (born 1971 or earlier).
3.3 A minimum of 5 competitors is required to constitute a division.
3.4 A Formula Experience sub-division will be allowed in all age groups.

4 ELIGIBILITY AND ENTRY
4.1 All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
4.2 Competitors shall be members of a National Class Association which is a paid up member of the relevant international class association, or of the IWA. Membership formalities can be completed on site.

4.4 The following shall be presented upon registration:
Original Entry Form - pre-entries will be given their completed form 1 to check and sign at registration
Evidence of valid third party insurance
Medical Certificate for competitive windsurfing – see Additional Information
Proof of age
Parental/legal Guardian Assent - for those under age of 18
Medical Treatment Permission - for those under age of 18 or on their parents medical insurance policy

5 FEES
5.1 The required entry fee is: Masters/Seniora 190 euro; Youth 160 euro; Junior 130 euro.
5.2 A 30 euro discount will be deducted for entries received by the IWA by 18th August 2012.
5.3 Entry fees paid at registration shall be in cash (euros) and will incur an extra fee of 20 euro.

6 RACE FORMAT
6.1 The Championship shall be a single discipline, course racing, “open entry” event.
6.2 Men and women, boys and girls, may race together.
6.3 Competitors shall race a maximum 4 races per day, in a maximum 15 race series.
6.4 Three races are required to validate the Championship.

7 SCHEDULE
7.1 Monday 27 August Early arrivals & Training
Tuesday 28 August 1000-1800 Registration & Training
1900 Opening Ceremony
Wednesday 29 August 1100 Welcome & Skippers Meeting
1200 Racing
Thursday 30 August to Saturday 1 September tbc Racing
Sunday 2 September tbc Racing
1600 Last possible warning signal
1800 Prize giving
7.2 The first possible warning signal will be announced on the Official Notice Board each day, except the first day when the first possible warning signal will be displayed at 1200hrs.
7.3 There will be a daily skippers meeting one hour before the first possible warning signal.

8 EQUIPMENT & EQUIPMENT INSPECTION
8.1 Juniors are limited to sails of maximum size 10.0m2.
8.2 An Equipment Inspection Form, which will be available at registration, shall be returned to the Event Equipment Inspector before the start of competition.
8.3 Equipment inspections may be made at any time during the event.
8.4 Unless otherwise directed by the organising authority, boards and equipment shall be launched and retrieved from the designated area at the event site.       
               
9 SAILING INSTRUCTIONS
The sailing instructions (SI’s) will be available upon registration. Any changes to the SI’s shall be approved by the Class Representative at the event.

10 COURSES
Courses will be as described in the sailing instructions (SI).

11 PROTEST COMMITTEE
A Protest Committee will be appointed in accordance with WCR 91(a).

12 SCORING
Scoring will be according to the WCR Appendix A, and using the Low Points
Scoring System, except discards which shall be according to IFWC Rule 13.5.

13 COACHES & SUPPORT BOATS
Coaches and support boats shall be registered with the organiser. Support boat drivers shall have a valid boat licence and third party liability insurance.

14 SAFETY
According to Italian legislation, each competitor and support boat crewmember, shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402-5 (level 50).

15 PRIZES & TITLES
15.1 Prizes may be awarded to the first three competitors of each properly constituted division. Properly constituted divisions will be posted on the official notice board after the completion of the registration.
15.2 The first Youth man and woman will be declared - “2012 Formula Windsurfing Youth World Champion”.
15.3 The first Masters man and woman will be declared - “2012 Formula Windsurfing Masters World Champion”.
15.4 The first boy and girl in the Junior division, and first man and woman in Grand Master division, will be declared – “2012 Formula Windsurfing (division) Champion”.
15.5 The first Senior will be declared – “2012 Malcesine Formula Windsurfing Open Champion.”

16 OFFICIAL CEREMONIES
Competitors are requested to attend the event’s social functions; however, the organising authority may refuse entry to those whose standard of attire is not commensurate with the occasion. Prize winners may forfeit prizes for non attendance at the prize giving ceremony.

17 DISCLAIMER OF LIABILITY
Competitors participate in the event entirely at their own risk, see WCR 4 - Decision to Race. The organising authority or any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the event.

18 INSURANCE
Each participating competitor/support boat driver shall be insured with valid third party liability insurance with a minimum cover of 1,000,000 euro per event or the equivalent.

19 RIGHT TO USE NAME AND LIKENESS
In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Event as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

B AIR TRAVEL/TRANSPORTATION/TRANSFERS

The nearest international airport Valerio Catullo
The organiser will endeavour to arrange transfer from/to Verona airport Valerio Catullo. The competitors that plan to use the airport transfer, need to fill out the adhesion form and need to pay 10,00€ each way.

C PREVAILING CONDITIONS

Wind: from 10 to 20 knots
Air temperature: from 25°C to 30°C. Water temperature: from 20°C to 24°C.


D MEDICAL CERTIFICATE
It is a requirement that all competitors bring with them to registration a Medical Certificate, signed by a doctor, confirming they are fit to participate in a windsurfing competition. A sample certificate is available upon request.

an amended NoR will be published - we have added a division for seniors 20>35 years old. So many enquiries were received to race at this great Garda location
