2011 United States Windsurfing National Championships

1.RULES
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing – Windsurfing Competition Rules (WCR).
1.2 The Class Rules and Championship Rules of the International Formula Windsurfing Class (IFWC) and the Techno 293 Class (T293).
1.3 If there is a conflict between the Notice of Race (NoR) and the Sailing Instructions (SI’s), the SI’s shall take precedence.
1.4 If there is a conflict between languages the English text will take precedence.
1.5 Competitors shall wear full wetsuits whilst racing.

2.ADVERTISING
Boards may be required to display advertising chosen and supplied by the organizing authority. ISAF Regulation 20 ‘Advertising Code’ shall apply.

3.DIVISIONS
3.1 Gender Divisions: Men and Women (IFWC); Boys and Girls (T293).
3.2 Age Divisions ‐ IFWC:
3.2.1 A Youth shall be under the age 20 (born in or after 1992 and not later than 1998).
3.2.2 A Master shall be over the age of 35 (men born 1975 or earlier) or 30 (women born 1980 or earlier).
3.2.3 A Grand Master shall be over the age of 45 (men born 1965 or earlier) or 40 (women born 1970 or earlier).
3.3 Age Divisions – T293:
3.3.1 A Junior U17 shall be under the age of 17 (born in or after 1995 and not later than 1999); a Junior U15 (born in or after 1997 and no later than 2000).
3.3.2 A Techno Open (A17) sailor shall be 17 years or older in the year of competition (born 1994 or earlier).
3.4 Weight Division ‐ IFWC: Lightweight is a competitor who weighs less than 75kg.
3.5 A minimum of 5 competitors is required to constitute a division.

4.ELIGIBILITY AND ENTRY
4.1 All entries shall meet the requirements of ISAF Regulation 19 ‐ Eligibility Code.
4.2 Competitors shall be members of a National Class Association which is a paid up member of the relevant international class association, or of the IWA. Membership formalities can be completed on site.
4.3 Entries shall be made online at www.berkeleyyc.org – by June 12th 2011.
The following shall be presented upon registration:
• Original Entry Form
• Evidence of valid third party insurance
• Proof of age
• Parental/legal Guardian Assent for those under age of 18
• Medical Treatment Permission ‐ for those under age of 18 or on their parents medical insurance policy

5.FEES
5.1 The entry fees are: $200, except Youth(under20) $150, & Junior(under17) $ 100.
5.2 Late entries may be accepted but will incur a $50 late entry fee.
5.3 Entry fees paid at registration shall be paid in cash ($).

6.RACE FORMAT
6.1 The National Championships shall be a single discipline, course racing, “open entry” event.
6.2 Men and women, boys and girls, may race separately, depending on entry numbers.
6.3 Competitors in Formula shall race a maximum 4 races per day, in a maximum 15 race series.
6.4 Competitors in Techno 293 shall race a maximum 3 races per day, in a maximum 12 race series.
6.5 A minimum of 3 races is required to validate the National Championship.
6.6 If conditions permit, the Race Committee may decide to run a long distance race or slalom races, or freestyle. These will be scored separately from the course racing.
6.7 The championship is a Level 3 Formula World Ranking Event.

7.SCHEDULE

7.2 The first possible warning signal will be made each day at 1100hrs, except the first day when the warning signal will be displayed at 1200hrs.
7.3 There will be, daily, a skippers meeting at 1000hrs, and an evening supper at 1830hrs.

8.EQUIPMENT & EQUIPMENT INSPECTION
8.1 An Equipment Inspection Form, which will be available at registration, shall be returned to the Event Equipment Inspector before the start of competition.
8.2 Equipment inspections may be made at any time during the event.
8.3 Unless otherwise directed by the organizing authority, boards and equipment shall be launched and retrieved from the designated area at the event site.

9.SAILING INSTRUCTIONS
The sailing instructions (SI’s) will be available upon registration. Any changes to the SI’s shall be approved by the Class Representative at the event.

10.COURSES
Courses will be as described in the sailing instructions.

11.PROTEST COMMITTEE
A Protest Committee will be appointed in accordance with WCR 91 (a ).

12.SCORING
Scoring will be according to the WCR Appendix A, and using the Low Points Scoring System, except that discards for the Formula Championship will be according to IFWC Championship Rule # 13.5.

13.SUPPORT BOATS
Support boats shall be registered at the race office.

14.SAFETY
14.1 If personal buoyancy is prescribed every competitor and support boat crewmember shall wear a personal flotation device that shall conform to the minimum standard of ISO 12402‐5 (level 50), or as specified in the SI’s.
14.2 Personal buoyancy is mandatory for all competitors under 17 years of age and for any competitors while the Y flag is displayed.

15.PRIZES & TITLES
15.1 Prizes may be awarded to the first three competitors of each properly constituted division, depending upon final entry numbers. Properly constituted divisions will be posted on the official notice board after the completion of the registration.
15.2 The first US man and woman in the IFWC will be declared ‐ “2011 United States National Formula Windsurfing Champion”.

16.OFFICIAL CEREMONIES
Competitors are requested to attend the event’s social functions; however, the organising authority may refuse entry to those whose standard of attire is not commensurate with the occasion. Prize winners may forfeit prizes for non attendance at the prize giving ceremony.

17.DISCLAIMER OF LIABILITY
Competitors participate in the event entirely at their own risk, see WCR 4 ‐ Decision to Race. The organising authority or any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the event.

18.RIGHT TO USE NAME AND LIKENESS
In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Event as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.
