The FORMULA WINDSURFING Structure for 2003/2004 - (and beyond?)

by Ceri Williams IFWC Chairman
The 2002 AGM set the scene by voting to freeze class rules for the next 2 years.
The KEY elements of this structure are: Stability-Continuity-Simplicity and Clarity.

STABILITY - within class rules, allowing sustainable growth;
CONTINUITY - careful and thorough preparation for change, to ensure there are benefits;
SIMPLICITY - avoiding over complication, and unnecessary duplication; and
CLARITY - "open, distinctive and free from obstruction"

Thus the IFWC can- guide and inform National Windsurfing Authorities, class organisations, coaches and parents; present a meaningful competition structure to the media, industry and public; and, of course, provide the very best service to the membership -the SAILORS.

Four World Titles - at two World Championship Events.
The IFWC WORLD CHAMPIONSHIPS - World titles for Men and Women; prize categories for Espoir and Master.
The IFWC Junior, Youth and Masters FESTIVAL, incorporating the IFWC YOUTH WORLD CHAMPIONSHIPS - World Titles for Youth Boy and Youth Girl; class titles for Junior, Espoir and Master.

Continental Championship structure will "mirror " that established at world level-- wherever practical.
When a World JYM festival takes place outside Europe -there will be a EUROPEAN JYM FESTIVAL.
Smaller, or "developing " continental structures will be encouraged to hold COMBINED events - but run separate Fleets for Youth and Junior.

As per Class Rules only those ISAF approved Production Boards listed, as FW Boards by January 1st are eligible to compete in Class Championships and International events.

The following Additional Restrictions WILL APPLY to FW YOUTH Championships:
1) BOARDS, only boards registered and listed, as FW YOUTH BOARDS as at Jan 1st shall be permitted to compete. The list will be restricted to ASA boards, extracted from the full FW list.
2) SAILS, Youth (and Juniors) shall be permitted to register only TWO sails for competition.
3) FINS, competitors shall be permitted to register only TWO fins -max length 70 cm.

At Championship events there are TWO FLEETS of competitor-in addition to the CHAMPIONSHIP FLEET (sailors who have qualified to compete for TITLES) add a "CHALLENGE FLEET" a more FUN oriented fleet, perhaps competing over a shorter period, participating for the challenge and EXPERIENCE!
This fleet will attract good prizes -and host memorable socials!
The fleet will not be restricted to ASA Boards -but sub divisions will be available as appropriate, as a prize category within the challenge fleet.

This a response to developing the grass roots of the sport-without de- valuing the "status" of Class Championships. The IFWC "values " the effort all sailors give to their chosen sport - and wish to ensure that the commitment given is returned.

Over the next TWO years the IFWC is committed to considered reflection on, and analysis of, current class rules; and the careful presentation of any changes that may enhance the experience of Formula Racing. Ultimately, YOU, the sailors will decide.
